You will serve as a TECHNICAL DIRECTOR in the Directorate of Research Services (DRS) of NAVHLTHRSCHCEN SDIEGO.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will oversee the monitoring of approved research to ensure continuing compliance with applicable regulations and to ensure that the conducted research adheres to parameters of the relevant, approved protocol.
You will have oversight of the development and administration of research ethics training to scientists and support staff as well as to members of the Institutional Review Board (IRB).
You will be responsible for the development of policies, guidelines, standard operating procedures, and work instructions to ensure efficient and effective Human Research Protection Office (HRPO) regulatory oversight.
You will serve as a senior-level subject matter expert, authority, and advisor in the field of human subject protection and regulatory compliance.
You will ensure that Naval Health Research Center (NHRC) -supported international (OCONUS) research complies with all relevant regulatory requirements.
You will develop and sustain outcome driven metrics for Human Research Protections Program (HRPP) practices in conjunction with the HRPP Official and HRPP Specialist.
You will have oversight of active and inactive research protocol documentation and record keeping, to include the Research Project Management (RPM) software.
You will serve on high-level policy committees both within and external to DoD as required for effective partnership development.
You will advance Naval Health Research Center (NHRC) science products by advising on the development of partnership documents that permit the exchange of scientific ideas and the rights to intellectual property.
You will provide oversight to the command’s Office of Research and Technology Applications (ORTA) and liaisons between investigators, enterprise, and higher level ORTAs.

Qualifications
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in acquisitions, contracting, and agreements to supervise the Technology Transfer Specialist and oversee the agreement processes.
Experience in humans research protection program (HRPP) to include providing subject matter expertise and providing regulatory compliance oversight of HRPP development.
Experience applying federal, DoD, and DoN regulations governing the protection of human subjects in research.
Experience utilizing research study design, data collection methods, and analytical procedures.
Experience managing activities of complex research support and human subjects protection programs that require review of unique risks and risk mitigation strategies in multiple scientific disciplines.
Experience applying the Privacy Act and the Health and Insurance Portability and Accountability Act (HIPAA).
Experience with communications skills for effective communications with researchers and leadership at DoD and external collaborating organizations.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.
Successful completion of a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the
U.S. Department of Education(external link) at the time the degree was obtained.
