The incumbent serves as Associate Deputy Administrator of the AMS Fair Trade Practices Program sharing with the Deputy Administrator overall responsibility for developing and executing its policies and programs. This includes regulatory oversight and customer driven activities of four diverse divisions spanning the livestock, poultry, grain, soybean, cotton, fruit, vegetable and retail consumer sectors. Duties
The duties may include, but are not limited to:
Participate fully in developing, recommending, directing, and reviewing programs, policies, and procedures.
Provide leadership in formulating, integrating with overall national policy, and administering long-range and current policies applicable to the Program’s mission.
Provide administrative and technical direction, coordination, and control in the execution of the approved policies and programs under the Fair Trade Practices Program.
Provide leadership in developing and maintaining working relationships with the Legislative and Regulatory Review Staff on issues relating to the Program’s mission.
Assist overseeing the operational planning for the nationwide contracting of commercial storage for assigned bulk commodities
Assist with the overall operational planning for nationwide licensing of warehouse operators under the United States Warehouse Act to determine the eligibility of applicants for U.S.
Represent the Program and the Department to outside stakeholders for the purpose of furnishing expert counsel, technical information,, and obtaining policy and program recommendations.
Cultivate external partnerships with those who are stakeholders in the mission of the Agency and adjusts program objectives by collaborating with industry and trade associations.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Supervising and managing a large, complex, and diverse organization.

Selecting and applying appropriate program evaluation and measurement techniques in determining compliance with rules and regulations issued by the agency, and in measuring and evaluating program accomplishments.
Developing resource (staffing, training, and funding) guidance for subordinate activities, and performing continuous appraisal of resource utilization in accomplishing program objectives and goals.
Providing leadership and direction in evaluating the effectiveness of program operations in terms of adherence to strategic and operating plans, the optimal utilization of resources, the qualitative value of the end product, or results, as measured by the planned objectives and cooperative relationships.
Note: There is no education substitution for this grade level.
