The Program Specialist position is responsible as a program manger for the planning, organization, integration, development, direction, evaluation and forecasting of all aspects of Facilities Management Service's operation's planning, management, and budgetary formulation and administration throughout the Service. This position reports directly to the Maintenance Sustainment Unit Supervisor under the Section of the Chief of Maintenance and Operations.
Duties
Duties include but are not limited to:
Analyzes and resolves a wide variety of complex technical, operational and management issues.
Monitors, gathers, plans, organizes, directs, evaluates and manages the process for all duties related to budgetary funding.
Oversees a variety of service and maintenance contracts.
Adapts, modifies or makes compromises with proven concepts and practices.
Works independently to continuously analyze all operations and its annual budget to make recommendations to the Supervisor about how to make the service more operationally efficient and cost effective.
Executes self-directed and mutually assigned projects and initiatives, analyzing a wide variety of facility planning program issues.
Tracks and monitors a multitude of ongoing studies and projects, briefing the facility leaderships on project status.
Assists managers and technical specialists in identifying business areas with potential for significant quality improvement or realignment.
Collaborates with other subject matter experts in conducting appropriate studies related to the development of planning initiatives; determine the methodology and gathering data that is factual, historical, and statistical to meet study objectives.
Synthesis of data, assembly into preliminary report form, findings, and recommendations, soliciting and consolidating stakeholder input and feedback, resolution of differences and development of the final report.
Completes qualitative and quantitative studies including financial reports and cost effectiveness analyses.
Reviews policies and procedures that are in conformance with the overall philosophy related to all aspects of the healthcare programs.
Reviews the program budget initiatives subsequent justifications and defends for the program to the Supervisor as needed.
Provides guidance and advise on facility management program specific matters such as handling legislative issues/changes in finance, the development and implementation of policy focused on managing projects with population benefit, program initiatives for service integration, or protocol issues.
Assures customers and other participants within the project in accordance with the agreed upon management plan, that customer commitments including cash payments and in-kind services are being maintained,
Assures early identification of customer problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner.
Reviews and/or directs the review of plans, specifications, and analyses of design as submitted by team members.
Provides professional oversight and/or project management for construction or maintenance efforts.
Serves as a technical expert and consultant to management on data, data mining, and data representation techniques that inform the monitoring, evaluation, and improvement of projects.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing assistance in the oversight and/or project management for construction or maintenance efforts. Operation's planning, management, budgetary formulation and administration. Overseeing service contacts. Analysis and resolution of a wide variety of complex technical, operational and management issues. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education, total percentages must equal at least 100 percent. Only graduate education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related may be used to qualify at this grade. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Physical Requirements: The work is primarily sedentary, although walking, standing, bending and computer entry are customary physical demands of this position.
