Duties
This position is located in the Office of the Area Manager, Albuquerque Area Office (AAO), Duty station in Albuquerque, New Mexico. This position provides a combination of project management functions for a variety of complex and/or unique projects and activities throughout the AAO which includes all of New Mexico and portions of Colorado and Texas. Project management functions include project planning, implementation contract administration, and tracking and monitoring. Duties of this position listed below are at the full performance level of the GS-12 level and include:
Performs project management regarding all phases of project implementation, which includes planning, design, construction, and transfer from the construction phase to the operation, maintenance, and replacement (OM&R) phase of AAO facilities.
Develops and proposes out year budget requests, and administers and tracks current-year budget performance, including personnel and other costs, to ensure efficient and timely implementation of assigned projects.
ensure that projects are in compliance with court ordered agreements, ESA requirements, Congressional mandates, and Reclamation policy, directives, principles and guidelines.
Consults with other Reclamation offices, Federal, state and local agencies, Congressional staff, Native American governments, water districts, advocacy groups, the general public and other stakeholders.
Confers with others in analyzing contracts, agreements, plans, designs, and specifications to anticipate problems and identify risks that may occur.
Develops a program of continuing analysis and review and monitors the progress of projects.
Makes recommendations on any changes in the content, priority and handling of projects.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-11 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in Federal service. Experience includes performing duties related to task management, project management, scientific, technical, or administrative work in support of water resource projects in two or more of the following areas: developing scope and schedules for projects; administering schedules for tasks or projects; budgeting; leading multi-disciplinary teams, which can range from individual tasks to complex projects; developing and maintaining collaborative working relationships with internal and external stakeholders such as federal, state, local, or tribal entities; ensuring compliance with statutes and/or regulations; providing technical input, counsel, or recommendations to higher organizational levels.

Education: Have a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this positions, such as engineering, industrial arts, property management, or business administration. Combination: Have an equivalent combination of specialized experience and education, as described above. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify at this grade level. NOTE: Applicants must submit a copy of transcripts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/01/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
