The primary purpose of this position is to serve as a professional aerospace engineer in support of the acquisition, development, or sustainment of weapon systems, subsystems, and/or support equipment. The position is responsible for work related to the integration of the aeronautics and astronautics sciences within the broad arena of aviation and space exploration.

Duties

Perform professional aerospace engineering work in the areas of aviation, aerospace defense! systems, components, and/or associated equipment in support of the acquisition, development, and/or sustainment of weapon systems and subsystems. Employ scientific and engineering principles to design, develop, test, evaluate, and/or determine maintenance requirements. Perform analysis and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects or tasks. Determine the business and technical needs of customers.

Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Additional Qualification Requirement - SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes broad professional knowledge of a wide range of aerospace engineering theories, principles, practices, concepts, processes, and techniques sufficient to determine and/or execute actions for a wide range of assignments involving project development and execution. Knowledge of engineering standards and methods to formulate, execute, advise on, and explain recommendations or solutions to modify standard practices, equipment, devices, systems, processes, and techniques and resolve a wide variety of complex problems. Knowledge of multiple functions that may include planning, research, design, development, test and evaluation, cost analyses, manufacturing, operation, quality management, aircraft flight safety certifications, airworthiness qualification determinations, sustainment, and disposal. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to independently perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional aerospace engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply engineering theories, principles, and concepts to project development and execution. Knowledge of air-vehicles, ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of aerospace vehicles and systems. Knowledge of other engineering disciplines and standard acquisition regulations, practices, and procedures. Ability to analyze data and establish requirements for technical objectives and characteristics. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. Ability to use computer applications in support of planning, designing, analysis, and reporting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
