The primary purpose of this position is to serve as Senior Project Manager/Engineer and aircraft team-lead manager responsible for aircraft/store certification programs funded by multiple organizations.
Duties
Reviews requests for accuracy and feasibility. Determines whether the program requires flight testing or analysis, can be completed with available test resources, is supported with sufficient funding and its impact on current programs.
Coordinates testing and requirements with customers and test organizations.
Represents the organization on matters pertaining to aircraft/store compatibility and certification. Briefs the Working Group highlighting any program disconnects which will adversely impact operational capability for the user.
Monitors the progress and remains cognizant of the status and results achieved of all test projects assigned to the project managers/engineers team.

- This position may require travel. TDY travel to government and contractor office and test facilities/test sites typically is required once every four to six weeks.

- This is an acquisition coded position. Selectee must complete required certification level 2 in Engineering and Technical within 24 months of assignment. APDP Level II certification in Test and Evaluation is required.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Additional Qualification Requirement (Specialized Experience). Must have, or will have within 120 days of the closing of this announcement, at least 1 year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in Federal Service. Examples of creditable specialized experience includes mastery of advanced aerospace engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced aerospace engineering concepts, principles, and practices as applied to test and evaluation of aircraft-store compatibility, ballistics, and weapon delivery.
2. Knowledge of current USAF inventory stores as well emerging weapon technology, test aircraft instrumentation, test aircraft software and hardware availability/upgrade schedules, developmental and experimental munitions, aircraft resource scheduling, flight test budgeting, ground/flight test methods, USAF operational requirements, and the USAF acquisition process.
3. Ability to manage complex programs to ensure that system requirements, interfaces, capabilities, and program factors are considered in planning, monitoring, and reviewing test results.
4. Ability to provide technical leadership.
5. Ability to develop and present effective briefings at all levels.
6. Ability to work effectively with participating organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
