This position is part of the Defense Threat Reduction Agency. The incumbent will be the subject matter expert (SME) in all aspects of operational research.
Duties
This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, 6/23/2023.
As a OPERATIONS RESEARCH ANALYST at the GS-1515-11/12/13 some of your typical work assignments may include:
Serve as a subject matter expert (SME) in all aspects of operational research.
Apply objective, analytical, and critical thinking to the analysis of complex system assessments and supports this analysis with the application of the full suite of analytic tools and techniques, to include statistical inference, data mining, mathematical programming, modeling, and simulation.
Develop methodologies to visualize and communicate assessments of various systems and associated analysis results.
Serve as a consultant and technical advisor to senior specialists and Agency officials.
Develop, present, and defend written analysis reports within DTRA and to senior DoD officials and leadership.
Skill in written and oral communications. Must demonstrate excellent communication and interpersonal skills as well as ability to work within a collaborative environment.

- May be recalled to duty 24-hours a day during other than normal duty hours to include evenings, weekends, and holidays; may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
- Must be able to acquire and maintain a TS/SCI Security Clearance.
- Subject to pre-employment drug testing and periodic random drug testing thereafter.
Qualifications
You may qualify at the GS-GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
5+ years' experience in Operations Research & System Analysis (ORSA) and DoD Acquisition desired.
Thorough knowledge of T&E (Test and Evaluation) planning, execution, and reporting desired.
Knowledge and experience assisting leadership with understanding technical information.
Knowledge of USSOCOM 71-5 test and evaluation guidance, desired.
You may qualify at the GS-GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
3+ years' experience in Operations Research & System Analysis (ORSA) and DoD Acquisition desired.
Moderate knowledge of T&E (Test and Evaluation) planning, execution, and reporting desired.
Knowledge and experience assisting leadership with understanding technical information.
Knowledge of USSOCOM 71-5 test and evaluation guidance, desired.
You may qualify at the GS-GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
1 year experience in Operations Research & System Analysis (ORSA) and DoD Acquisition desired.
Basic knowledge of T&E (Test and Evaluation) planning, execution, and reporting desired.
B. A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below:
A. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
