This position is located within the Criminal Division, Office of Administration, Procurement staff. The Office of Administration furthers the Criminal Division's mission by providing operational support to the Division's employees in Washington, D.C., field locations throughout the United States, and in approximately 60 countries around the world.
Duties
As a Contract Specialist, you will:
Generate a variety of procurement actions via GSA federal supply schedules, UNICOR, NIB, NISH, GWAC, agency BPAs and commercial sources in the open market while also applying Simplified Acquisition Procedures and Socioeconomic Programs where appropriate.
Perform the full range of contract administration duties including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extension, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of government furnished property, approval of progress payments, final payment, and contract closeout.
Coordinate contracting activities with other government agencies having interrelated requirements, e.g., obtaining wage rate information from the Department of Labor, requesting audit reports or pre-award surveys from appropriate government agencies, obtaining clearances from the Small Business Administration, and advertising work to be published in the Federal Business Opportunities (FedBizOpps).
Assist in conducting comprehensive cost benefits studies in accordance with the provisions of OMB Circular A-76 to determine whether commercial products and services used by the Division are to be provided by the Government or by private sources.
Review statements of work and provide input and insight designed to ensure feasibility and compliance with DOJ-wide contract terms and conditions.
Assist in preparing procurement policies and procedures based on changes in statues, DOJ regulations and best practices and offer recommendations for implementation to the Assistant Director and Director of Procurement.

Qualifications
To qualify for the GS-11 level:
Applicants must have at least one year of specialized experience at, or equivalent to, the GS-09 federal grade level. Examples of specialized experience include: facilitating official communications between contractor management and assigned program personnel; reviewing contractor invoices to ensure that goods and/or services billed for are appropriately accepted and processed for payment; and monitoring contractor performance and facilitating the administrative and logistical aspects of orders to include: identifying procurement-related issues or trends pertaining to labor, insurance, quality assurance, task compliance and performance; OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; AND
A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To qualify for the GS-12 level:
Applicants must have at least 1 (one) year of specialized experience at, or equivalent to, the GS-11 level. Examples of specialized experience include: awarding, administering, and closing out various contract types such as, Fixed-Price; Indefinite Delivery Contracts; Time and Materials; performing contract analysis such as quality assurance and surveillance plans/procedures to measure contractor performance; assessing and monitoring financial operations specific to contracts; and providing guidance to personnel in the development and formulation of contracting approaches. AND
A 4-year course of study leading to a bachelor's degree, OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate education in one of the following fields is also accepted: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Exceptions to this requirement will be made for current employees who occupied a GS-1102-12 position on January 1, 2000).
To qualify for the GS-13 level:
Certification at either Defense Acquisition Workforce Improvement Act (DAWIA/Contracting) Level II or Federal Acquisition Certification in Contracting (FAC-C) Level II.
Four (4) years of experience in contracting or related positions. At least 1 (one) year of that experience must have been specialized experience at, or equivalent to, work at the GS-12 level. Examples of specialized experience include: awarding, administering, and closing out various contract types such as, Fixed-Price; Indefinite Delivery Contracts; Time and Materials; performing contract analysis such as quality assurance and surveillance plans/procedures to measure contractor performance; assessing and monitoring financial operations specific to contracts; planning and conducting detailed contract price/cost analyses, assisting with new procurement policy formulation; and providing guidance to personnel in the development and formulation of contracting approaches. AND
A 4-year course of study leading to a bachelor's degree, OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate education in one of the following fields is also accepted: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (Exceptions to this requirement will be made for current employees who occupied a GS-1102-13 position on January 1, 2000).
