The Administrative Officer for Engineering Service at the Birmingham VA Health Care System reports directly to the Chief of Service and is responsible for supervision of all administrative personnel. Administrative responsibility includes budget formulation, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management.
Duties
Major Duties for this position include, but are not limited to:
Ensures that subordinates are trained and fully comply with the provisions of the safety regulations.
Exercises supervisory authorities and responsibilities involving work assignments and review, as well as the administrative and personnel management functions relative to the staff supervised.
Directs clerical, training, human resources, financial and work order system administration.
Interprets administrative policies, develops local polices, defines administrative requirements, and provides advice to the Chief and Assistant Chief on related issues.
Monitors suspense actions. Identifies and analyzes changes and trends in funding for human resources and material needs, human resources availability, and other administrative support matters.
Maintains responsibility for all service correspondence.
Prepares, updates and maintains all Standard Operating Procedures (SOP) related to Engineering Service.
Submits and monitors work orders.
Recognizes staff turnover problems in these areas and brings them to the attention of appropriate staff for action.
Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative needs and special problems which may be encountered in processing such requests.
Monitors, coordinates and tracks all on-going and projected personnel actions and continuously apprises management of status.
Serves as the primary advisor and technical resource on accounting and financial management matters as it pertains to scheduling needs, equipment, and education.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources, and participates with managers in reviewing needs, plans, and goals to develop budget data and justification for review and approval.
Serves as the Purchase Card Approving Official for all purchase cardholders in the Administrative Section.
Conducts monthly audits to ensure that all purchase cardholders are in compliance with VHA regulations.
Conducts annual inventory and advises operating officials on requirements and procedures for acquisition, repair. replacement, and disposal of equipment.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: GS-11 EXPERIENCE: Must possess at least one (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to perform the duties of this position at the GS-11 grade level. This experience must have been equivalent to at least the GS-09 level in Federal service. Examples of Specialized Experience include: applies knowledge of pertinent laws, policies, regulations, precedents applicable to the administration of programs at a complex health care system; applies a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; plans, organizes and directs team improvement and system redesign work and negotiates effectively for acceptance and implementation of recommendations; adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. GS-11 EDUCATION: Must possess a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement). (Transcripts Required).

GS-11 COMBINATION OF EXPERIENCE AND EDUCATION: Must possess equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work of the position, as outlined for the GS-11 above. (Transcript Required)Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
