Duties
The Associate Chief Counsel (Finance and Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. The Field Operations function of Finance and Management (F&M) is responsible for supervising and coordinating administrative, program, and clerical support duties for all of Chief Counsel's field functions, located in over 50 cities nationwide.
As an Administrative Officer (AO), you will be responsible for providing analytical and staff expertise in connection with both financial and human resources. As an AO, you are the first line supervisor of a number of Office Managers, as well as the principle program manager for critical administrative services. You will also serve as the representative and advocate of a given Field Matrix Area in identifying, coordinating, and resolving Field Matrix Area issues.
As an Administrative Officer, you will:
Supervise subordinate employees working in the functional areas of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration, management information systems, and automation in the field offices.
Serve as staff advisor on all aspects of personnel and human resources program for designated Matrix Area and Counsel field offices, such as complex and sensitive issues in the staffing, classification, awards, employee relations, EEO, training, and promotion programs. Establish and coordinate guidelines to implement personnel policy, standards, and overall requirements. Lead meetings and conferences pertaining to personnel issues for designated Matrix Area and Counsel field offices and act jointly with the supervisors and managers in reaching decisions which have Area-wide impact.
Create methods and approaches for establishing and maintaining positive work relationships in order to foster teamwork and cooperation. Ensure sufficient office coverage and acts as "Acting Office Manager" when Office Manager is absent and necessary. Provide remote management and leadership when local management is not available.
Be responsible for formulating budget submissions; participate in establishing F&M Area Manager's budgetary and accounting systems; analyze and make recommendation to the Area Manager as to budget requests; employ budget analysis techniques including cost-benefit analysis, exploration of alternative methods of funding, and program tradeoffs.
Manage all activities in space and facilities programs for designated Counsel field offices. Serve as the major resource in determining the most applicable communication systems, space layout, furniture, cabling set-up, etc. Remain abreast of and apply Counsel space standards when working with new offices and modifications to existing office configurations.

Basic Requirement for Administrative Officer:
For GS-12: Your resume must detail at least one year of specialized experience which includes: Supervised a staff, including assigning and monitoring work and project status and completing performance appraisals; provided information and assistance to management on administrative and program management procedures such as facilities, personnel management, and budget; conducted independent evaluations of administrative functions and recommended process improvements; developed and maintained working relationships with other organizations or major components within an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
For GS-13:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Supervised a staff, including assigning and monitoring work and project status, and completing performance appraisals; provided information and assistance to management on administrative and program management procedures in areas of facilities, personnel management, and budget, and provided expert advice in at least two of the aforementioned areas; managed an enterprise's annual budget; conducted independent evaluations of administrative functions and recommended process improvements; developed and maintained working relationships with other organizations or major components within your organization; trained, mentored, and motivated others. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
