This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Administrative Continuously analyzes and reassess priorities to ensure workload demands are accomplished in the most effective, efficient, and economic manner. Effectively evaluates pharmacy activities to assist pharmacy supervisors in obtaining short- and long-range goals and objectives. Assists pharmacy administration in identifying areas of effort duplication and developing solutions to streamline processes, reduce waste, save costs, and improve patient care. Reports potential and/or actual medication errors. Encourages pharmacy technicians to report actual and/or potential medication errors or adverse events. Knowledgeable in and ensures other staff follow all department, pharmacy service, station level, VISN, National and VHA, DEA, policies, and procedures. Maintains continuous oversight on the security of pharmacy inventory and storage areas and reports to management any inconsistencies or concerns. Works efficiently and accurately despite frequent interruptions and demonstrate good organizational skills to ensure that work is done in a safe, timely, and efficient manner. A wide variety of conditions involving numerous variations require the incumbent(s) to assess and determine relative importance of various factors when prioritizing and completing assignments. Leadership of assigned specialty area Serves as the coordinating pharmacy technician for assigned specialty area of pharmacy service (inpatient pharmacy, outpatient pharmacy, anticoagulation clinic services, transitional care services, investigational drug services, etc.). Trains new staff on departments standard operating procedures and provides oversight to ensure competencies are met. Re-trains staff as required. Possesses advanced technical working knowledge and follows established policies and procedures of usage rates, stock levels, inventory maintenance concepts to meet or exceed the national turn rate and conducts the annual Pharmacy wall-to-wall inventory. Coordinates with providers and patients on specialty medications and/or supply items to ensure timely delivery to patients and certify receipt for reconciliation of payment to specialty pharmacy. Ensure separation of duties in compliance with VA Financial Policy, volume VIII, Chapter 1A internal controls (010203). Performs duties of lower graded technicians as required to maintain the consistency of overall pharmacy services. Administrative Pharmacy Specific Assignments: Investigational drug program: Assists with duties associated with the procurement, storage, inventory , and dispensing of research medications under the direction of a pharmacist. Pharmaceutical Procurement: Maintains ordering officer authority and uses a purchase card to procure medications and supplies from prime vendors Purchases using National contracts (NAT), Federal supply schedules (FSS), Blanket Purchase Agreement (BPA) and open market etc. to ensure compliance with federal acquisition regulations, and policy, understands and provides guidance to ordering officers on contracting hierarchy of all purchases. Utilizes government issued credit cards for micro purchase limits with understanding of when to use; while maintaining required proper documentation, and reconciliation of receipt of all orders in a timely manner for auditing and accountability purposes, training, etc. Possesses advanced technical working knowledge and follows established policies and procedures of usage rates, stock levels, inventory maintenance concepts to meet or exceed the national turn rate and conducts the annual Pharmacy wall-to-wall inventory. Administrative Support: Maintains advanced knowledge of Microsoft Office programs and the ability to use PowerBI to gather data, present data in the form of full reports, and make recommendations to pharmacy administration. Must be able to incorporate the use of new software programs as needed to support Pharmacy's mission. - Supports team building and supportive work environments, assists with initiation and maintenance of programs to improve patient safety, patient care, patient satisfaction and employee satisfaction Serves as a contracting officer representative (COR) and prepares contracting documents for pharmacy equipment and services Uses knowledge of trending and analysis tools to identify and prevent potential issues with waste, fraud, or diversion. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education or Experience. (1) None required. (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR, (2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). Grade Determinations: Pharmacy Technician Coordinators GS-09 (1) Experience. One year of progressively complex experience equivalent to the lower grade level. (2) Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (a) PTCB as a CPhT. OR (b) NHA as a ExCPT. Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated: (a) Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.). (b) Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports. (c) Skill in solving problems and implementing corrective actions to maximize outcomes in their program area. (d) Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections). (e) Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this grade level may be appointed to one of the following assignments. Pharmacy technician coordinators perform the full range of program coordination in their specialized area of pharmacy. These positions require independent technical judgement and expertise in complex areas of pharmacy practice that have specific laws, significant regulatory requirements and quality/safety standards. They organize, coordinate and manage single or multiple programs under the delegation of pharmacy supervisors or Associate Chiefs. Pharmacy technicians at this level must have expert understanding of regulatory and quality standards for the complex program area and manage all aspects of compliance with these standards with limited input from pharmacy supervisor(s). Pharmacy technicians at this grade level may be assigned as a coordinator in areas requiring detailed regulatory oversight and record keeping including, but not limited, to the Controlled Substance Program, Research/Investigational Drug Program, Procurement, Automation & Informatics program, Quality/Patient Safety, Clinical or Call Center. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
