This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
GS-7 Pharmacy Technicians - Administrative Support are certified pharmacy technicians and function in various areas of the pharmacy in addition to the administrative pharmacy officer. They maintain pharmacy technician competencies in inpatient and outpatient pharmacy technician duties, and work autonomously using independent judgement. They assist pharmacy leadership in quality, safety, and performance improvement initiatives. The GS-7 Pharmacy Technician - Administrative Support reports directly to the Administrative Office for Pharmacy Service. They serve as a records liaison, maintain electronic and hard copy files required by VA, OIG, and Joint Commission, support new equipment evaluation, purchase, and installation, create, and analyze data reports, and assist with management of pharmacy trainees. The GS-7 Pharmacy Technician - Administrative Support may also carry out the full range of technical support functions. These include but are not limited to; processing and filling outpatient prescriptions for scheduled and non-scheduled federal legend drugs and medical devices, over-the-counter products, and supply items; inpatient preparation and distribution of unit dose medications and ward stock items; patient and customer relations; and preparation and maintenance of various logs, records, and reports.
Inpatient and Outpatient:
GS-7 Pharmacy Technicians must possess an advanced technical knowledge of drug and medication brand names, generic names/chemical names, general and special storage requirements, expiration date requirements, manufacturer/distributor sources, dosage forms, applicable systems of weights and measures and medical terminology to interpret providers' orders and verify correct drug, dosage form, strength and dose is prepared and/or distributed; working knowledge of drug use and dosage forms available to be able to screen drug orders for propriety and assist the pharmacist in solving potential drug related problems; working knowledge of hospital computer system(s), specifically the applicable VISTA and CPRS options.
Intravenous Admixtures:
Pharmacy Technicians require mastery of aseptic technique used in the preparation of pharmaceuticals for parenteral administration; advanced technical working knowledge of various administration routes for various parenteral pharmaceuticals and the special considerations that must be taken into account in their preparation, handling, storage, distribution, and disposal. Specialized knowledge regarding chemical and physical compatibilities is essential for the proper preparation of parenteral pharmaceuticals.
Controlled Substances:
Pharmacy Technicians require advanced knowledge of principles relating to controlled substances and the requirements of medical center and network policy, and state and federal regulations, which apply to these drugs. Knowledge of trending and analysis is necessary to ensure that problems associated with waste, fraud, diversion, or abuse are identified quickly and reported to appropriate supervisor(s).
Cytotoxic Chemotherapy:
Pharmacy technicians must be knowledgeable in the purchase, storing, and shipping requirements of chemotherapy medications and supplies. In addition, they must have advanced knowledge of specialized techniques and procedures required for safe handling of cytotoxic agents such as hazardous waste disposal and cytotoxic spill response.
Research Support:
The Pharmacy Technician- Administrative Support may assist with duties associated with the procurement, storage, inventory, and dispensing of research medications under the direction of a pharmacist. The technician may participate in study coordinator visits.
Administrative Support:
GS-7 Pharmacy Technicians - Administrative Support require advanced technical knowledge of Microsoft Office programs and the ability to use PowerBI to gather data, present data in the form of full reports, and make recommendations to Pharmacy Administration. In addition, the incumbent must be able to easily learn new software programs as needed to support Pharmacy's mission. The incumbent will track equipment, manage documents, participate in quality and safety initiatives, and prepare contracting documents for pharmacy equipment purchases. The incumbent will serve as a COR and perform other administrative duties as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-07
Experience. One year experience at the next lower level and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

*1. Ability to evaluate, analyze workflow, and coordinate work activities.
2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes.
3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff
4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment.
5. Comprehensive knowledge of the procurement and formulary process.
6. Comprehensive knowledge of investigational drug policies and procedures.
7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.
8. Comprehensive knowledge of, and ability to, analyze data in VA information systems.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this grade level may be assigned as a supervisor; lead technician in a particular area of the pharmacy; a controlled substance technician; an investigational drug technician; a procurement/inventory management technician; a clinical pharmacy technician; or similar assignment with this level of complexity. The GS-7 level is for select, complex pharmacy technician positions, as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment.
Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and the availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as leaders or co-leaders in a Pharmacy Service or for a specific unit or section.
