With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, DOI Solicitor's Office performs the legal work for the United States Department of the Interior and manages the Departmental Ethics Office and Departmental FOIA Office. With more than 500 total employees, more than 400 of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.

Duties

This position is located in the Departmental Ethics Office within the Department of the Interior, Office of the Solicitor. The incumbent serves as the Management and Program Manager for the Departmental Ethics Office located in Washington, DC. This is a permanent position. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Advising and assisting the Ethics Office in developing the governance structure, recruiting staff, and managing the operations of the office; 2. Assisting in program planning, including collaborating with the SOL's Div of Administration on budget formulation, contracts, facilities, and other administrative matters; 3. Conducting internal reviews along with functional alignment and related work flow analyses and studies to identify and recommend resolution of problem areas to management officials; 4. Managing projects and program initiatives related to the mission of the Ethics Office; 5. Serving as a channel of communication for the Ethics Office and as communications liaison with bureau leadership and Ethics offices; 6. Serving as the subject matter expert for personnel management policies, position management, and other HR related matters. Providing advice and guidance on complex and sensitive personnel management issues; 7. Performing special projects as assigned involving the staffing, operations, and organization of the Ethics Office; 8. Supervising administrative support staff as well as contract employees that provide business process consultations and IT project management services to the Ethics Office. The Office of the Solicitor, Departmental Ethics Office, has determined that the duties of this position are telework suitable. Washington, DC: GS-14: $139,395 - $181,216 NOTE: First time hires to the Federal Government are typically hired at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. leading, planning, and/or organizing management programs and activities; 2. providing analysis and interpretation on program activities; 3. leading or supervising a group of employees; and 4. evaluating budgetary goals and measures. Must meet all Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
