This position is located in the Department of Homeland Security (DHS), in the Office of Health Security (OHS), Health, Food, and Agriculture Resilience Directorate (HFARD). OHS is principal medical, workforce health and safety, and public health authority for DHS. The Assistant Director for HFARD will provide direction, policy oversight and coordination to DHS's efforts to protect the nation from a broad spectrum of health security threats.

Duties

The Assistant Director for Health, Food and Agriculture Resilience Directorate (HFARD) [Deputy Assistant Secretary equivalent] will provide leadership to DHS's efforts to protect the nation from a wide spectrum of health security threats and ensures a ready and resilient enterprise that effectively and efficiently delivers on DHS's role as a supporting agency for Emergency Support Functions (ESFs) #8 (Public Health and Medical) and #11 (Agriculture and National Resources), and ESF #13 (Public Safety and Security). Specific responsibilities include: Responsible for overseeing a diverse portfolio encompassing state, local, tribal, territorial (SLTT) health engagement, medical intelligence integration, health security and the medical aspects of Chemical, Biological, Radiological, and Nuclear (CBRN) policy and risk analysis, health security preparedness and response, health impacts of climate change, food and agriculture defense (National Security Memorandum-16), emerging health threats forecasting, biodefense and chemical preparedness, as well as overseeing divisions, units and resources of the HFARD. Participates with the Assistant Secretary/Director/Chief Medical Officer (CMO) and Principal Deputy Assistant Secretary/Deputy Director/Deputy CMO in managing and directing policies and programs pertaining to the medical, public health and workforce safety and health activities of the Department. Provides leadership, subject matter expertise, advice, and other assistance in formulating and implementing health security policy and the means for communicating those policies and related procedures internally to OHS and to experts and executive leadership across the interagency, Congress, and the public. Provides executive leadership and implementation oversight, often through subordinate managers (GS/GP-14/15 and SL/ST leaders), of activities related to planning, risk and evaluation, including health security risk assessments, food and agriculture research and development (in collaboration with S&T), health security intelligence (in collaboration with CWMD and I&A), mission needs assessments, homeland aspects of select agent programs (HHS and USDA) and the health security aspects of biodefense, biosafety, biosecurity and bioassurity. Responsible for executing all food, agriculture and veterinary defense activities directed by the Securing our Agriculture and Food Act and National Security Memorandum. Provides executive leadership and implementation oversight, often through subordinate managers of activities related to readiness, engagement and response, including medical countermeasures (MCMs), DHS equities and representation on the Public Health Emergency Medical Countermeasures Enterprise (PHEMCE), Public Health Emergencies of International Concern (PHEIC), International Health Regulations (IHRs), SLTT partner engagement, fusion center public health analyst advocacy and support, development and maintenance of policy and response strategies for emergent circumstances, including surges in land and maritime migration, National Special Security Events, Special Event Assessment Rating events, and Stafford Act declared disasters.

Qualifications

This is a Senior Executive Service Level (SES) position and applicants must demonstrate that they meet the Basic Requirements AND Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs) below, as appropriate for this series. BASIC REQUIREMENTS: Basic Requirement (0601 series). You must possess a bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the US Department of Education at the time the degree was obtained. You must submit a copy of your college transcript OR a list of college courses with credit hours, dates completed, and grades received to verify education. Unofficial transcripts will be accepted. Official transcripts will be required if you are selected for the position. AND Basic Requirement for entry into the SES: Applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and Exercising important policymaking, policy determining, or other executive functions. TQ 3. Demonstrated experience in providing technical and administrative leadership, with a preference for the possession of public health or medical acumen and leadership.
