The USDA's Foreign Agricultural Service (FAS) links U.S. agriculture to the world to enhance export opportunities and global food security. This position is responsible for planning, creating and evaluating activities and materials designed to educate the public and key stakeholders about FAS programs, activities and policies.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Participates in the development of information campaigns to maximize public awareness of USDA and U.S. government programs, policies and initiatives related to international trade and development. Providing communications guidance and support and reviewing and editing reports, manuscripts and other materials developed by the program areas. Uses established writing and editing skills to develop a broad array of informational materials. Coordinates responses to news media inquiries regarding FAS programs and policies. Assists in arranging domestic and foreign media opportunities for agency, mission area and Departmental leadership. Ensures materials comply with established information practices, are accurate and concise and are consistent with FAS and USDA standards and policies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level) that demonstrates: Write news releases on routine events of non-controversial subjects; Respond timely to requests for information concerning agency programs, services or responsibilities; AND Rely information on various topics to a diverse audience verbally and/or orally. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Communication, Fine Arts, Journalism, English, or any other related major. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Speak to audiences in explaining the organization's programs, objectives and/or policies; Draw conclusions to offer meaningful recommendations in improving aspects of information materials; Establishing effective and cooperative working relationships with representatives of local, national and international media, officials of national farm and trade organizations, and/or various business groups in order to improve cooperation in agency activities; AND Edit manuscripts containing economic and statistical materials prepared by Agency personnel. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Communication, Fine Arts, Journalism, English, or any other related major. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Analyzing economic and statistical materials prepared by agency personnel to develop feature articles, and/or news materials; Conducting in-depth interviews to develop news articles on policies, programs, and/or program marketing; Utilize web-based technologies essential to plan, design, and/or development of electronic publishing programs to support agency goals; AND Write speeches, statements, and/or talking points for delivery by the organization and/or Department officials to various audiences. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

  • Please see above for education qualification requirement information for the GS-09 and GS-11 grade levels. This position does not have an education qualification requirement for the GS-12 grade level.
  • If education is required or being used to qualify, you must submit a copy of your college transcripts. An unofficial copy is sufficient if it includes your name and all course information. If selected, official transcripts will be required prior to entering on duty. Education must have been obtained from an accredited institution. Education completed in a foreign institution must include an evaluation by an organization that specializes in interpretation of foreign education programs that it was deemed equivalent to an accredited U.S. education program.
