The International Food Assistance Division of FAS is responsible for the formulation, development, and monitoring of worldwide programs under USDA food aid authorities. This position is responsible for managing program requests and the impact on food assistance program development, design, monitoring, evaluation, compliance, and reporting. This position is in the USDA South building, 1400 Independence Ave. SW, Washington, DC 20250.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity
The duties may include, but are not limited to:
Investigates, researches, and analyzes country program requests and U.S. Embassy recommendations in connection with the development and implementation of international food assistance programs under USDA food aid authorities.
Negotiates, administers, and monitors cooperative grant agreements with foreign governments, private voluntary organizations, and international organizations.
Assists in compiling, organizing, and presenting statistical, economic and market development, and background information essential to the selection and implementation of specific country programs
Reviews project reports, budgets and other documents, as assigned and prepares Branch reports, briefs, and analysis required, including those required by Congress.
Participates in Branch, Division, Agency and interagency meetings which have an impact on food assistance program development, evaluation, compliance, and reporting.

- This position requires the ability to obtain and maintain a Secret Security clearance.
- This position is a bargaining with American Federation of State, County and Municipal Employees (AFSCME), Local 3976.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
TO QUALIFY AT THE GS-11 LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Working as a specialist that requires knowledge in one of more of the following areas: Agricultural trade policy, market development, school feeding, education, nutrition, and food security sufficient to develop, negotiate, coordinate, and monitor U.S. international food assistance programs in developing countries;
Performing/applying program and project management (design, implementation, monitoring and/or evaluation) principles, theories, concepts, methods and techniques.
Collaborating with higher-level employees to manage international agricultural capacity building, education, and nutrition projects in a multi-cultural team environment; and
Interpreting and analyzing economic and market information and communicating findings and proposals both orally and in writing.
OR
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
Equivalent combinations of education and experience are qualifying for this grade level.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
TO QUALIFY AT THE GS-12 LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Working as a specialist that requires knowledge in one of more of the following areas: Grants and cooperative agreements management, including working with foreign governments, private voluntary organizations, and international organizations.
Applying administrative policies and procedures to establish and manage U.S. international food assistance, agricultural market development, and/or capacity building programs.
Using analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity.
Developing, negotiating, coordinating, and evaluating multiple projects, priorities, and deadlines on projects with high visibility.
Note: There is no education substitution for this grade level.
