The Human Resources Specialist position is located in the Office of the Deputy Director, Office of AO Human Resources (AOHR). The AOHR is responsible for providing human resources services to the AO management and staff; and developing and administering the AO's human resources management and pay system consistent with the Administrative Office Personnel Act of 1990 and other federal statutes.

Duties

The incumbent of this position will be responsible for providing comprehensive HR advice and assistance to management and employees regarding staffing and recruitment, classification, and position management. The incumbent will establish and maintain professional relationships with managers and serve as a subject matter expert on various HR functional areas. The ideal candidate must possess strong communication skills that will allow them to negotiate human resource issues and present coherent and persuasive ideas and positions to senior level executives and other key decision makers in resolving complex and controversial human resources issues. Candidates should be team-oriented with strong writing and interpersonal skills. Duties and responsibilities include, but are not limited to the following: Supervising HR professionals who perform the full range of HR operations work. Serving as the technical advisor to internal and external clients in the areas of staffing and recruitment, classification, compensation, and placement. Developing and implementing recruitment and hiring strategies. Evaluating and classifying positions and providing sound position management advice involving review of organizational structures and mission statements. Advising management on employment strategies and recruitment sources and overseeing the staffing and processing work of human resources specialists. Preparing well-researched and comprehensive written materials on a variety of human resources issues to accomplish the work and improve effectiveness of day-to-day operations. Analyzing job requirements to determine the experience and/or education required for the success in the position. Using pay setting rules, regulations, and procedures.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience working in a federal human resources office providing consultative and human resources advisory services to managers and supervisors in ALL of the following human resources functions: Working as a program lead, technical advisor, or senior specialist /analyst that included providing advisory services on staffing and recruitment, managing resources, providing HR support to managers, and providing day to day guidance and training and/or oversight of junior specialists, and Performing staffing, recruitment, and placement in accordance with agency policies, procedures, and practices.
