Duties
As a Human Resources Specialist (Performance Management/Employee & Labor Relations), you will:
- Develop and monitor performance management/recognition and award systems/programs for the bureau, which are innovative and effectively motivate employees toward increased productivity and high levels of performance.
- Conduct comprehensive studies and evaluations of the Bureau's performance management and recognition program in improving organizational effectiveness and productivity.
- Identify and propose solutions to performance management-related issues across the bureau.
- Develop, interpret, and analyze data extracts and reports from automated HR databases and/or develop efficient and effective automated systems approaches for presenting HR reports and graphics for management.
- Provide expert advice and proactive assistance to managers and supervisors on performance management, recognition, and awards.
- Provide guidance to supervisors/managers on addressing performance deficiencies and misconduct.
- Draft disciplinary/adverse actions, management responses to grievances and notices to the union.
- Provide guidance to supervisors/managers on labor-management rights and obligations in accordance with the Federal Service Labor Management Statute, government regulations and labor-management agreements.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialize Experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience researching, analyzing, and developing human resource policies, procedures, and regulations related to employee and labor relations and performance management.
Examples of such experience could include:
- Providing advice and assistance about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; OR
- Providing guidance on labor-management matters (e.g. grievances, unfair labor practice charges, information sharing, contract interpretation, labor relations training, and preparation and conduct of contract bargaining); OR
- Advising managers and supervisors on performance management processes, including planning, monitoring, developing, and rewarding performance as well as the rating process.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.
