Duties
The Engineering Laboratory (EL) promotes U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology for engineered systems in ways that enhance economic security and improve quality of life.
If selected, you will work as an IT Specialist for EL primarily focusing on the development of solutions for advancing state-of-the-art methods for data exchange standard development and deployment. Today's integration approaches take too long and are too expensive including dealing with everyday changes in products and operational processes. The aim of the advancement is to achieve an agile systems integration such that cutting-edge data-driven analyses such as machine learning, artificial intelligence, and digital twins can be achieved in a fast and cost-effective fashion.
If selected, you will:
Architect, design, develop, deploy, and test software solutions including web-based apps, databases, UI, data acquisition, and data analysis systems for internal or public uses by applying theories, concepts, principles, and methodologies from the field of computer science, information technology, and engineering.
Provide leadership as a technical expert in the field of Information Technology and consult with colleagues on the design, development, deployment, and testing of innovative software solutions for internal and external uses.
Work outputs will contribute to the timeliness, reliability, acceptability, and accurate completion of solutions, outputs, and services of the project of which you will be a part.
The ideal candidate will have experience and/or certification in the following:
Windows and/or Linux system administration.
Relational database management systems, such as MySQL and MariaDB.
DevOps Tools, such as Git, Docker, Jenkins, and Ansible.
Expert or rule-based systems, such as JESS and Drools.

Qualifications
Basic Requirements:
Experience: Experience must be IT-related. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the basic requirements, all applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-12 (ZP-III at NIST) federal grade level. Specialized experience is defined as experience in system administration and software development using modern software development stacks (such as Angular, Angular JS, and Tomcat), modern development frameworks (such as Spring and Hibernate), and modern programming languages, including Java/JEE, JavaScript, HTML, and Python.
Experience refers to paid and unpaid experience, including volunteer work. We will credit all qualifying volunteer experience in your application.
