The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising functional control over nonsupervisory employees assigned to the Vehicle Operations Control Center.

Duties

Plans, organizes, and directs the activities of the Vehicle Operations Control Center, ensuring that Motor Vehicle Dispatchers comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Represents 21st Logistics Readiness Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with installation vehicle control center personnel/operators. Acts as the Supervisor of the Unit Control Center (UCC) during real world contingencies and exercises. Applies emergency action checklists for Vehicle Operations contingency plans, as directed by higher authority.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Will be required to work other than normal duty hours, such as rotating shifts, overtime, weekends, call back, holidays, etc.
  • Will be required to participate in contingency situations, both real world and exercises.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • Must be able to obtain and maintain a secret security clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent (con't)
  • Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series, 2151. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of logistics management operations that include supply and transportation regulations, policies, producers, techniques, and laws and of standard base supply system computer policies, procedures, and programs. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Broad technical knowledge of governing supply regulations, policies, procedures, and instructions, such as AFI 24-301, AFMAN 24-306, and DoDM 4500.36. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of logistics management operations that include supply and transportation regulations, policies, producers, techniques, and laws and of standard base supply system computer, policies, procedures, and programs. Ability to read, interpret and apply applicable reference material such as regulations, manuals, catalogs, records, orders, etc. To accomplish task and resolve problems. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
