The primary purpose of this position is to ensure timely execution and effective use of military taxi, mass transportation, scheduled/unscheduled shuttle, cargo movement, aircrew support, vehicle recovery operation, and UDI services in support of the Space Base Delta-1 Complex.

Duties

Schedules and dispatches passenger, cargo, and U-drive vehicles. Receives customer requests verbally, electronically and in writing, checks validity of requests, and dispatches vehicle/driver to accomplish the mission. Maintains vehicle dispatch logs, records, and reports. Updates manual and automated records, logs and records vehicle requests, vehicle dispatches, status of vehicles, location of vehicles, and operator assignments. Provides protocol service to 3 installations and 9 protocol offices. Organizes schedules and directs all ground transportation support for distinguished visitors DV-1 through DV-6 and civilian equivalents. Responsible for controlling assigned vehicle operators, motivation of workers, organizing and making individual work assignments. Acts as the Unit Control Center monitor during real world contingencies and exercises.

  • Position is permanently assigned to work rotating shifts on weekends and holidays.
  • May be required to carry a cellular device or take home a government issued laptop.
  • May be required to travel TDY as directed by management, sometimes on short notice and including overnight stays, traveling by military or commercial aircraft or by any other designated means.
  • May be required to participate in contingency situations, real world, and exercise, as directed.
  • Leave accrual may be authorized upon request
  • An appropriate, valid driver’s license is required for the position.
  • Performs other related duties as assigned.
  • On occasion performs motor vehicle operator work however, this work is neither grade nor skill code controlling.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. Subject to call back to meet emergency situations.
  • May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict or staffing shortages. May have additional duties assigned.
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (con't)
  • (con't) (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign a statement acknowledging the position is identified as a TDP.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series 2151 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes includes thorough knowledge and skill in processing and managing transportation service requests to include manual tasks required to sustain services until electronic processing capabilities are restored. Knowledge of federal governing guidance Air Force Instruction 24-301, Air Force Manual 24-306, and Department of Defense Manual 4500.36 to validate services and support compliance. Knowledge of applying DoD and AF methods of transportation support and priorities of support. Have knowledge of Fleet Service Card management. Have operational knowledge of GeoBase/Grid Map systems and military grid reference systems to determine vehicle, personnel, and installation situational awareness and plotting requirements. OR EDUCATION: 4 years above high school Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and application of an extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems to include the policies, practices, and procedures for dispatching or scheduling motor vehicles and maintaining related documentation. Knowledge of DoT, DoD and AF regulations, rules and precedence associated with operating motor vehicles and ability to communicate orally and legibly in writing. Knowledge of personal computers and software programs to maintain dispatch records and logs. Knowledge of applicable safety standards and guidelines. Knowledge of emergency action checklist and contingency plans related to logistics support. Ability to understand and use a variety of maps and other locator methods for plotting coordinates, establishing cordons, entry control points, wind direction, traffic and weather conditions; to determine the shortest and safest route for both the short and long run, considering the height and weight of the vehicle relative to overpass clearance and legal restrictions, load limits of bridges and roads, and weigh points. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
