You will serve as a Investigative Specialist in the Office of Investigations & Assessments of NAVSURFWARFCTR PANAMA CITY DIVISION.

Duties

You will conduct Command-Directed Administrative Investigations to include Preliminary Inquiry/JAGMAN Investigations. You will determine the scope and develop investigative plans from the allegations received. You will employ investigative skill and techniques to include fact-finding methods to resolve issues involving contradictory or inconclusive data gathered to establish the relationship of facts, recognize trends, and develop evidence. You will perform investigations of misconduct that may impact the programs of other agencies and/or private industry and may involve multiple violations of federal law, rules, and regulations. You will coordinate and perform a wide range of investigations to include personnel issues, workplace matters, and inappropriate actions by personnel. You will evaluate programs and processes to ensure that funds, personnel, equipment, and other resources are employed effectively, securely, economically, and within legal and administrative constraints. You will prepare and present a final report with recommended corrective action to division management.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting administrative investigations to obtain and analyze information or evidence to ensure operations are in compliance with applicable laws, rules, regulations, or policy. Examples of qualifying may include: analyzing the use of command resources to detect deficiencies or impropriety; evaluating internal controls for compliance with applicable laws and regulations; gathering information or evidence in response to allegations of personnel misconduct; documenting findings in reports following inquiries into process deficiencies, violations, or misconduct. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree.

or

LL.M., if related
