You will serve as an Administrative/Technical Specialist in the Office of Assistant Inspector General (00N) of NAVSURFWARFCTR PANAMA CITY DIVISION. If selected, you will serve as an Assistant Inspector General (AIG).
This position is part of the Warfare Centers Personnel Demonstration Project. NT-04 is equivalent to GS-11/12.
Duties
You will plan, coordinate, and conduct Inspector General (IG) investigations to determine the facts and circumstances using investigative techniques.
You will apply practices, procedures, theories, concepts, laws, policies, rules, and regulations related to the Hotline Program.
You will utilize GAO Standards for Internal Control in Federal Government and exercise working knowledge of government accounting practices.
You will perform and/or coordinate the full range of investigative functions related to the DON's Inspector General Fraud, Waste and Abuse Hotline Program.
You will implement the Command Evaluation program, and serve as Contract Fraud Risk and Mitigation (CFRAM) coordinator.
You will determine the scope and develop investigative plans from the allegations received.
You will employ investigative skills and techniques to include fact-finding methods to resolve issues involving contradictory or inconclusive data, to establish the relationship of facts, recognize trends, and develop evidence.
You will perform investigations of misconduct that may impact the programs of other agencies and/or private industry, and may involve multiple violations of federal laws, rules, and regulations.
You will coordinate and perform a wide range of investigations to include personnel issues, workplace matters, and inappropriate actions by personnel.
You will plan, perform, and/or coordinate integrated internal economy and efficiency reviews of command operations, programs, projects in accordance with Federal criteria to determine compliance with laws, regulations, policy, and instructions.
You will prepare and present final reports with recommended corrective actions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector conducting administrative inquiries, investigations, or audits to identify violations of law, rules, regulations, or policy. Examples of qualifying experience may include: evaluating internal controls for compliance with applicable laws and regulations; analyzing the use of command resources to detect deficiencies or impropriety; investigating hotline allegations of fraud, waste, or abuse; gathering information or evidence in response to allegations of personnel misconduct; documenting findings in reports following inquiries into process deficiencies, violations, or misconduct.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Successful completion of an LL.M. degree that is related to the position being filled.
