This position is located in the Information Technology Division- Arlington, VA.
The selectee of this position serves as a IT Program Manager. You will be responsible for managing and directing major United States Marshals
(USMS) information technology projects, and the full range of evaluation, design, training and implementation of application systems.
Duties
As a IT Program Manager at the GS-2210-14 level, some of your typical work assignments may include:
Analyzing and refining systems requirements; translating systems requirements into applications prototypes; planning, designing, and documentary systems, database, and applications architecture; working with users to test applications; assuring software and systems quality and functionality; integrating hardware, software, and database components; assisting the customer base with obtaining the required training for the applications being delivered; overseeing the troubleshooting, as problems arise; writing, reviewing, and maintaining program documentation; ensuring the rigorous application of systems development life cycle (SDLC) and information security/information assurance policies, principles, and practices to the delivery of technology software services.
Provides expert technical advice, guidance, and recommendations to USMS management.
Develops short and long range plans for the management of human and material resources to achieve program objectives.

Qualifications
GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-2210-14 level, if you fulfill the following qualifications:
Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience: You must have at least one year (12 months) of full-time specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties: 1) Implementing IT enterprise architecture plans that address mission-critical program objectives, 2) Assisting with managing and directing IT projects consistent with industry standards, 3) Analyzing business requirements to develop IT solutions AND 4) Providing technical advice and assistance on IT programs to users and management.
