This position is located at the Jesse Brown VA Medical Center, 820 S Damen Ave, Chicago, IL 60612 and is organizationally aligned to the Clinical Resource Hub (CRH). The primary purpose of this position is to function as a data analyst for decision support, perform duties involving applications software, and data management in planning, development, implementation, and administration of systems for the acquisition, warehousing of data, and the transformation of data into reports.

Duties

The primary purpose of this position is to function as a data analyst for decision support, perform duties involving applications software, and data management. Data management is defined as work that involves the planning, development, implementation, and administration of systems for the acquisition, warehousing (storage and retrieval) of data, and the transformation of data into decision support reports that provide information and knowledge about a broad range of administrative work processes. This position serves as the VISN 12 CRH Program Analyst for the CRH Director and is responsible for the development and coordination of all data analysis requirements by VISN 12 CRH Leadership and may be assigned as necessary to support and assist with projects and assignments of a crosscutting nature that are the responsibility of the CRH Director. Major duties include, but are not limited to: Translates complex healthcare decision support questions into applicable data reports from the varied data sources.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE REQUIREMENT: To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: I possess at least one (1) full year of experience equivalent to the GS-9 level that equipped me with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the duties of the position to be filled. Examples of specialized experience would typically include, but are not limited to: Knowledge of all Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Occupational Safety and Health Administration (OSHA), and VA standards regarding radiology quality assurance and other technical functions; Skill to properly train staff on quality assurance and control; Knowledge of the overall functions of the network, including knowledge of its responsibilities; Advanced knowledge of computer programs including word processing, communications, graphics, and spreadsheet development; Ability to collect and analyze data, create data bases, prepare statistical summaries, draw conclusions and recommend appropriate actions that are relevant to the mission; Advanced skill in researching, abstracting, summarizing and presenting data for project or report presentation; Advanced skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations carried out by CRH network and facility staff; A high degree of skill in oral and written communication sufficient to prepare and present findings and recommendations; and Ability to carry out specific actions regarding controversial issues, and/or sell or implement new ideas and concepts. -OR- Education: Applicants may substitute education for the required experience. You must have a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcripts Required) -OR- Combination: Applicants may combine education and experience. You must have equivalent combinations of specialized experience and education beyond 1.5 years of graduate-level education that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position. To qualify for this position at the GS-13 level, you must meet the following: Specialized Experience: I possess at least one (1) full year of experience equivalent to the GS-12 level that equipped me with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the duties of the position to be filled. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of VA data sets in a variety of administrative data repositories, including VHA Support Service Center (VSSC), Austin data bases, Data Warehouse, and the local Vista and Decision Support System (DSS) data sets; Mastery and skill in applying data mining, data storage, and data warehousing concepts, methods and technology, data modeling methodologies and data base management systems, operating systems, technical architecture and network topology; Ability to apply new and improved approaches to the above listed skills, as well as be able to develop guidelines for the development of data management applications; Ability to diagnose and resolve the most complex data management problems and issues; Expert Knowledge of relational database theories and commercial software currently used as well as the ability to create, modify, test and maintain a relational database at the facility and site level is required, as well as expert knowledge of the VistA applications; Familiarization with data transformation services to access, extract, transform and combine data sets from diverse systems into unified data sets that can support specific decision support issues; Knowledge of web development and presentation technologies, dashboard design and development, IT communication and collaboration technologies (Exchange, SharePoint Portal, Corporate Data Warehouse (CDW), VSSC, NetMeeting, LiveMeeting and others); Mastery and skill in applying management analysis principles, techniques, and concepts sufficient to lead/conduct studies designed to identify potential improvements in the way automation is applied to key business functions; and Ability to communicate with end users at varied levels of computer knowledge, both orally and in writing, for telephone support and troubleshooting, and in manuals and instructions.
