This position, located at the National Foreign Affairs Training Center (NFATC), is in the Business Technology Division, School of Applied Information Technology (SAIT), at the Foreign Service Institute (FSI). SAIT is responsible for all information technology (IT) development and training needs for employees of the Department of State, as well as employees of other Federal agencies.

Duties

Serves as a technical expert in analyzing, evaluating, and resolving complex systems issues and digital platforms used in a wide range of technology programs, courses, and activities. Reviews technical literature and executive software guidance to maintain knowledge of new and evolving modifications, enhancements, and extensions to operating systems development unique to the SAIT training environment. Serves as liaison between software development, sustainment, and integration that identifies and addresses technology problems. Conducts classroom trainings and one-on-one instruction sessions on information management systems for users within DOS. Administers classroom operations that include maintaining course and instructor schedules, training new IT. trainers and overseeing adjunct instructor program.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:  Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards Customer Service – developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:  Experience designing, developing, and evaluating courses and/or curriculum in an IT environment; Experience in applying IT systems for classroom, software, and hardware use; Experience teaching IT professionals on hardware systems and software applications; Experience providing guidance and appropriate resolution on a variety of IT issues for classroom use; and Experience evaluating workstation and server hardware, operating systems OR application software to determine the most appropriate model or version to purchase. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.
