This position is in the Health Professions Education (HPE) Office (HPEO). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
DUTIES OF THE POSITION WILL INCLUDE BUT NOT BE LIMITED TO:
Verifying valid affiliation agreements, rate and stipend schedules and processing transactions through VA financial systems, and reconciling education activity records with OAA fiscal, individual clinical services and the affiliate.
Evaluates programs and process for discrepancies to determine efficient and compliant HPE program operations.
Records data and analysis to recommend redistribution of resources, forecasting HPT position allocation needs for academic years, and formulate long term budget needs and excess
Manages special purpose academic fund from OAA and HPT reimbursement process; synthesizing data and opportunities for presentation with graphs, flowcharts, other technique
Validating complex calculations for accuracy of reimbursement with analysis of relevant documentation
Completes and reviews monthly EARs consolidation and calculations to ensure accurate education activity reimbursement. Working directly with site and program directors to collect documentation.
Anticipates obstacles to operational management that are likely to interfere with the accomplishment of objectives, takes necessary action to prevent their occurance
Submits Quarterly Needs and Excess reports to OAA for redistribution of returns funds
Work Schedule: Monday Through Friday 08:00am - 04:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

General Experience
(for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
Specialized Experience
(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify based on your experience as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability, experience, and knowledge to communicate clearly, logically, and concisely with all levels of VA and VA medical facility administrations, as well as to collaborate effectively with senior management within and external to VA specifically regarding DA procedures, HPE programs, VA and OAA data and reporting requirements, Knowledge of and skill in applying a comprehensive range of principles, concepts and practices of HPT clinical coverage, scheduling, and rotation schedules to oversee and continually improve the EARs data tracking and calculations and to identify and resolve difficult issues and challenges in the reconciliation process with the affiliate.
Specialized Experience GS-12: Thorough knowledge of OAA and HPE office operations and policies related to HPE programs, HPT academic affiliations and DAs along with a comprehensive knowledge of health care operations and HPE clinical academic program requirements, schedules, and financial practices to execute OAA and the facilities' disbursement processes and coordinate administrative processes in support of clinical operations, Knowledge and ability to apply current academic policy procedures and the ability to stay current on changes from associations, accrediting bodies, and OAA to administer the facility's special purpose funds and disbursement process, Knowledge of clinical academic and health care management principles, concepts and methodologies including budget, personnel allocations, and procurement to execute OAA and the facility's special purpose funds.

Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
