The incumbent, referred to as the Operations Supervisor, is the working supervisor of the Operations Unit of the Maintenance and Operations Section of the Engineering Service, under the supervision of the Maintenance and Operations Supervisor. He or she exercises full control over both the physical plant (Boilers and Chillers) and the Energy Management System.
Duties
The incumbent is responsible for the directing the design, installation, calibration, efficient operation, troubleshooting; repair, preventive maintenance (PM), and periodic overhaul of all boilers, components, chemistry and controls; chilled water units, chemistry and controls; energy management system and peripheral controls; HVAC support systems, components and controls.

EPA Certification
Determining the shifts worked by the Utility System Operators/Repairers (USRO's) in order to provide 24-hour-a-day, 7-day-a-week coverage, and how and when boilers and chillers are to be operated.
Detailed understanding of weather impacts on plant operation is required to make informed decisions that can have significant impact on hospital functions.
Able to project prolonged outages where annual preventive maintenance can be fit into the operational schedule.
Maintains control of plant inventories such as water treatment chemicals and salt.
Predict consumption rates to ensure stock is adjusted according to usage.
Analyze consumption to perform budgetary forecasting and look for unexpected changes which could signal an impending equipment failure.
Maintains an adequate stock of materials and spare parts by constantly reviewing repair histories, work order trends, and past experience.
Plans different types of work including: general repair; preventive maintenance (PM), new construction and installation using both USRO's and contracting labor when required.
Assigns work, determines the number and type of workers required, establishes deadlines, sequence, and priorities for each shift to provide full-shift activities and to ensure an equitable distribution between all employees.
Coordinates repairs with other shop supervisors for those repairs requiring multidiscipline efforts to complete the work.
Participates with other supervisors and engineers in the planning current and future construction projects, budgetary estimates, and scheduling recommendations for new installations and overhauls of pre-existing systems.
Provides subordinates with the proper tools to accomplish assigned tasks and responsibilities.
Schedules work and assigns corrective work orders and PM orders using AEMS/MERS, or oral and written instructions.
Schedules PMs appropriately and diligently reviews work orders

Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. Physical Requirements/Working Conditions: The USRO frequently works in confined areas in and around boilers and auxiliary equipment. The job can require moderate to strenuous effort and long periods of walking, standing, climbing, bending, and crouching. When performing repairs, they may occasionally work from scaffolds and platforms and may perform strenuous work while standing, sitting, or lying down. Workers frequently lift and carry parts, tools, chemical supplies, or other equipment weighing up to 50 pounds unassisted, and may sometimes be required to move items weighing over that amount with the assistance of other workers or weight handling equipment.
