The incumbent participates in planning, developing, monitoring and administering operational policies. . Functions as the senior specialist for agricultural commodity market and transportation and logistics studies and programs. This position is in the bargaining unit.

Duties

The duties described are for the full-performance level. The duties may include, but are not limited to: investigation, research, and analysis of costs and efficiencies of the monetization of donated U.S. commodities to ensure no disruptions in local markets. Develops policies and operational procedures to implement mandated food assistance programs or to enhance existing ones. Tracks budgets for commodity and freight procurement and works with the Branch Chief to ensure that actual costs do not exceed budgeted amounts. On the basis of analysis, recommends and justifies changes in policy, procedures operations, or administration which will ensure program objectives are met. Compiles information and assists the Branch Chief and other analysts and logistics specialists in the analysis and initial evaluation of reports, communications , publications, and other source materials.

Requirements

  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • Selectee must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: FOR THE GS-13 LEVEL: Applicants must have one year (52 weeks) of specialized experience equivalent to the at least the GS-12 level; or its non-federal equivalent that included experience: experience with international trade issues and practices, particularly matters related to transportation and logistics, procurement, and finance; experience with agricultural products and commodities and international agricultural commodity markets and trends to prevent market disruptions and experience with U.S. food assistance and program objectives, regulations, terms, conditions, policies, and procedures and congressional mandates. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
