This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Facility Operations Specialist, you will serve as a senior Facility Operations Specialist at CBFO, within the Site Operations and Infrastructure Division (SOID), with responsibility for facilities construction, infrastructure, and maintenance programs.

Duties

As a Facility Operations Specialist, you will: Serve as a Federal Project Director and Federal Contracting Officer Representative (COR). Monitor and evaluates operations, site development planning, construction project management, and the maintenance management program daily. Ensure adequacy of communications between the facility contractor and management regarding all facilities and infrastructure management concerns, including General Plant Projects, Capital Equipment Projects, Site Development Planning, In-House Energy Management (IHEM), Utilities, and Maintenance. Directly support infrastructure projects at WIPP, serving as a technical expert with a proven track record in project management, facility maintenance, and operations; however, may draw on other support organizations and personnel for support.

  • Must obtain and maintain Federal Project Director (FPD) Level I certification within 24 months.
  • For the GS-14 level: Must obtain and maintain Contractor Officer Representative (COR) certification Level II within 24 months.
  • For the GS-14 level: You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • For the GS-13 level: Must obtain and maintain Contractor Officer Representative (COR) certification Level I within 6 months.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENT: For the GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Inspecting physical structures (buildings, grounds, and other facilities such as posts, bases, shipyards, depots, medical or health care facilities, power plants, navigation locks, parks, forests, and roadways) for compliance of safety rules and regulations. AND Preparing written evaluations and resolving any inadequacies or weaknesses. AND Identifying facility requirements for compliance with standards, policies, and procedures. For the GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Determining the appropriate repair/modification process based on an analysis of processes at facilities with similar operations AND Conducting on-going research and surveillance of building and grounds; AND Recommending the appropriate facility maintenance process and replacements for facility systems from many alternatives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
