This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Facility Operations Specialist, you will serve in a developmental capacity as a Facility Operations Specialist. working with senior specialists having responsibility for facilities construction, infrastructure, and maintenance programs, ensuring all facilities management and project management activities are integrated and consistent, with necessary authority from the Site Manager.
Duties
As a Facility Operations Specialist you will:
Coordinate and integrate maintenance operations support in the site, with the facility operation and equipment life cycle management efforts, installed building equipment management, installed building equipment accountability, and maintenance/repair of facility equipment, systems, and structures, accounting for facility operations and maintenance.
Collaborate in planning on site planning, facility layout, and development for all construction activities on the Site.
Review technical inspections on condition of the facilities.
Review and evaluate conceptual and feasibility studies, engineering reports, and other design documents to determine conformance with real property asset and maintenance management requirements (i.e., maintainability, lifecycle cost implications, and other maintenance and operating factors).
Work with senior specialists in ensuring proposed projects are properly validated and all aspects of environment, safety, and health (ES&H) requirements are incorporated in projects from start to finish.
Ensure continued availability of electricity, natural gas, and water to the site, providing for continued availability of site-wide utilities and working with contracting officials to maintain, monitor, and renew contracts.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
For the GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Participating in teams reviewing safety documents in maintenance of facilities; AND
Assisting in developing evaluations reports, reviewing new project designs and construction plans; AND
Reviewing maintenance backlog and plan for timely reduction of deferred maintenance backlogs.
OR YOU MAY QUALIFY FOR THE GS-11 BASED ON EDUCATION: Three years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Operations Management, Facilities Management, Engineering, Construction Management, Business Administration, or a similarly related major.
OR YOU MAY QUALIFY FOR THE GS-11 BASED ON A COMBINATION OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
For the GS-09: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Assisting with preparing required documentation to support minor construction projects. AND
Assisting facility managers with preparing preventative maintenance plans for a facility. AND
Supporting facility management team in ensuring proposed projects are properly validated and comply with environment, safety, and health (ES&H) requirements.
OR YOU MAY QUALIFY FOR THE GS-9 BASED ON EDUCATION: master's or equivalent graduate degree or Two years of progressively higher-level graduate education leading to a master's degree, or master's, or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Operations Management, Facilities Management, Engineering, Construction Management, Business Administration, or a similarly related major.
OR YOU MAY QUALIFY FOR THE GS-9 BASED ON A COMBINATIN OF EDUCATION/EXPERIENCE: You may qualify on a combination of graduate education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited).

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
