This position is located in the Office of the Chief Human Capital Officer (OCHCO), Human Capital Analysis Branch (HCAB). The supervisor will be Eric Dilworth. This position is Non Bargaining Unit. This position is subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements
Duties
As the Branch Chief for the Human Capital Analysis Branch (HCAB), directs and coordinates a variety of administrative support functions and management services essential to the direction and operation of the Office of the Chief Human Capital Officer (OCHCO) which include contract administration; financial management; human resources planning and management; information technology planning and management; Freedom of Information Act (FOIA) coordination; and property, space, and physical security management. Develops office policy regarding such administrative functions to enhance communication and stakeholder involvement. The successful candidate will perform the full range of duties.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:
Demonstrated ability to manage and direct a program designed to modernize and transform the business processes and human resources information systems used for hiring, recruiting, planning, monitoring, analyzing, and reporting human capital.
(Describe your ability to guide, direct, manage, and oversee a program engaged in the analysis, planning, design, implementation, assessment, and management of a human resources information systems framework that supports data analytics tools, provides for data driven decision-making, and supports other human resources business requirements. Describe any experience you have with translating HR business practices into information system requirements; applying information technology principles to HR business practices; maintaining and enhancing the data needs of the serviced population; and developing strategic plan for the development, enhancement, maintenance, and future development of an HR information system.)
Demonstrated ability to apply sound program management principles, methods, and practices to effectively plan, manage, coordinate, budget, and deliver a variety of administrative support services, programs, and activities for an agency or department.

Describe your ability to advise on and negotiate contracts, execute a budget for a department or office and the establishment and reporting of operating plans. Include any experience developing financial controls to ensure compliance with applicable laws and regulations. Discuss any experience with financial and administrative system processing relating to contracts for programs.
Extensive knowledge of Federal human resources laws, regulations, policies, practices, and programs coupled with the ability to analyze complex human resources issues and problems to advise senior human capital executives on key issues pertaining to strategic human capital management and initiatives, and to align IT strategy, plans, and systems with the mission, goals, structure, and processes of a human resources organization.

Demonstrated ability to supervise, manage, lead and direct the work of a diverse group of staff toward meeting an organization’s program objectives.

SPECIALIZED EXPERIENCE is defined as experience that has equipped the candidate with a thorough knowledge of a wide range of federal human resources principles, practices, and regulations sufficient to perform detailed analysis and draw conclusions on complex issues, problems and situations. In addition, thorough programmatic knowledge of all phases of information systems management sufficient to assess business requirements and to use systems to direct, identify, manage, plan, and track progress.
