The primary purpose of this position is: This position transforms strategic guidance and operational direction as contained within specified commanders and regional combatant commander's wartime operational plans (OPLANs) and develops them into executable wing tactical and combat action plans.

Duties

As the wing commander's executive agent for OPLAN 801X, the incumbent develops supporting and action plans; coordinates wing maintenance, operations, and support activities; directs aircrew combat mission training; and executes feasibility analyses in support of nuclear war-fighting operations. Leads the development of KC-135 combat mission materials to support of air refueling operations of strategic bomber and JCS-assigned command control intelligence aircraft. Trains KC-135R/f aircrews in OPLAN 801X and contingency plans and procedures. Develops and implements training, preparing crew certification training schedules and conducts OPLAN 801X training classes in accordance with AFI 11-2KC-135, Volume 1 and other regulatory guidance. Develops 452 AMW war, contingency, and readiness plans in support of the regional combatant commanders. Develops and implements policies and procedures for the physical and information operations security programs within Wing Plans.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes In-depth knowledge of Air Mobility Command. Air Force Reserve Command, and USSTRATCOM operations policies, practices, and procedures. Knowledge of various factors involved in total flight planning, such as the en route mobility systems locations, capabilities restrictions, and unique limitations, aircrew flying limitations, and crew rest requirements and aircraft systems, performance capabilities and limitations. Knowledge of HO AMC flying regulations and aircrew procedures relating to KC-135 combat and combat support operations. Expert knowledge of a wide range of qualitative or quantitative methods. Extensive knowledge of air transportation directives, plans, regulations techniques systems and processes. Knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements; i.e. runway length, load bearing capability, type of fuel available, etc. Knowledge of flying instructions. Flight Information Publications (FLIP) documents guidelines, and worldwide route planning international airway routes and structure oceanic routes, controlled and special use airspace aeronautical charts, airways, and flight safety issues. Knowledge of CJCS, DoD, USAF and AMC security regulations pertaining to protection of materials classified up to and including Top Secret. Knowledge of various computer systems and applications that pertain to transportation operations and those systems required to perform the work. Demonstrated ability to flight plan using CFPS/PFPS, Falcon View and manual methods, to include applying polar grid computations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Mobility Command, Air Combat Command, and USSTRATCOM operations, policies, practices, and procedures. Ability to lead, supervise and manage a diverse combat planning team in war planner disciplines in order to solve unusual and complex problems during time-critical situations. Ability to lead a diverse and cross-functional planning body in the deliberate development of operational plans. Demonstrated ability to produce written plans, policies, procedures and guidelines. Demonstrated ability as a classroom instructor, to include the preparation and delivery multi-media lesson plans. Ability to effectively brief senior officers and large audiences. Knowledge of various computer systems and applications that pertain to transportation operations and those systems required to perform the work Demonstrated ability to flight plan using CFPS/PFPS, Falcon View and manual methods, to include applying polar grid computations. Ability to plan and produce highly complex and integrated plans and mission planning products in volume. Experience in all facets of desktop publishing methods (graphics, layout design, scanning, and digital photography)is highly encouraged. Recent experience with USSTRATCOM command and control procedures and KC-135 801X procedures is mandatory. Experience as a KC-135 pilot or navigator is highly desirable. Familiarization with C-5/C-17 /C-130/KC-135/KC-1 O/B-52/B-2/E-6/E-4 aircraft capabilities, performance, configuration, limitations, etc., is highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
