This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, USCG Atlantic Area, LANT-8 Resource Management Office, LANT-83 Budget Execution, in Portsmouth, VA.

Duties

The incumbent will serve as a Budget Analyst, responsible for provide technical financial management and assistance to the oversight of a multi-million-dollar budget for a variety of accounts and the accompanying maintenance of accounting records within the Budget and Execution Branch.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Qualifications

At the GS-09 level: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service.Specialized experience includes: Performing budget reconciliations between funds that have been committed, obligated, invoiced, and expended; reviewing obligation and expenditure transactions for correctness prior to approval; providing advice and guidance on the interpretation and application of budget regulations; and determining the propriety and cost effectiveness of funding requests.ORHave a master's or equivalent graduate degreeOR2 full years of progressively higher level graduate education, if relatedORA law degree such as an LL.B. or J.D, if relatedORA combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.
