THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a INTERNAL CONTROL ANALYST, Position Description Number T5903400 and is part of the KS 184 Intelligence Wing, National Guard.
Duties
As an INTERNAL CONTROLS ANALYST, GS-0501-11, you will provide administrative oversight of the Quality Assurance (QA) Program. Provide technical assistance and advice to the Financial Manager (FM) and staff. Examine all areas to determine the effectiveness of procedures and also determines if supervisors are recording quality data upon which accurate management conclusions and decisions are based. Ensure effective and efficient quality standards and internal controls are in place at base level operations. Ensure the unit is performing in accordance with established standards. Research, develops, modify, and maintain qualitative standards for use in evaluating and monitoring performance indicators. Use verifiable and objective measures and develops statistically reliable and valid measures whenever possible. Provide technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration. Maintain a schedule of all reports, audits, inspections, and internal control reviews. Other duties as assigned.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

- Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- As a condition of continued employment in the GS-0501-11 positions and dependent on each position’s certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
- For the GS-0501 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professional
- The NG Title 5 Excepted Service GS-0501 employee must complete all required Financial Management Certification continuing education and training and must document and manage an Individual Development Plan.
- As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0501 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level
- Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
- As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must complete all Financial Management Program education and training
Qualifications
GENERAL EXPERIENCE: Must have a minimum of one year on-the-job experience in the grade immediately below the next higher level, making you eligible for merit promotion consideration or as a new hire federal civilian service program applicant, have competent experiences that are equivalent or commensurate to the financial administration program business, demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions.
SPECIALIZED EXPERIENCE: Must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. Must have an excellent understanding of the basic principles and concepts of the Air National Guard financial business program requirements For the ANG Financial Management Specialist, GS-0501-11 position, and a working knowledge of the Financial Improvement and Audit Readiness (FIAR) program. Must be skilled in presenting providing direction and guidance to support the comptroller in planning, implementing and meeting the FM FIAR program's objectives. Skilled in in applying related laws, regulations, precedents, methods and techniques of budgeting. Knowledgeable of the Office of the Management and Budget (OMB) compliance requirements with OMB Circular A- 123 (OMB 123) and FM FIAR Guidance. Must be Skilled and capable to follow the established FM FIAR Methodology which provides a step-by-step approach to achieving improved financial information and audit readiness. Must be Skilled in developing management plans that document business and financial environment. Skilled in identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies.
Work is sedentary. While there is some lifting of moderately heavy items, no special physical demands are required to perform the work.
Work is performed in a typical office setting. Special safety precautions are not required
Education
Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:
1. Use the data point of .67 to compute Quarter Hours into Semester Hours:
36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
