Duties

WHAT IS WAGE AND INVESTMENT THE DIVISION? If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. *Under the close guidance of a higher graded Consultant, the incumbent participates in a limited range of developing leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards. *With on the job training, the incumbent will assist in developing, and implementing marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. *Under close guidance of a higher graded Consultant, the incumbent participates in a limited range of developing and recommending effective research driven marketing strategies for agency programs, products and messages. *With on the job training, during contact with partners and taxpayers, provides guidance and assistance to educate taxpayers on the prevention of future delinquencies and the avoidance of compliance interventions. Issues include documentation retention requirements and any reconstruction of missing information from taxpayer records and determination of the basis of assets or investments. *Under the close guidance of a higher graded Consultant, participates with the planning, preparing and conducting, or arrangements for leveraged partners to conduct a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits and emerging issues and new legislation to targeted audiences. Delivers objectives through a diverse portfolio of partners requiring customized marketing strategies to promote voluntary compliance.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: GS-05 GENERAL EXPERIENCE/EDUCATION: You must have three years of general experience, one year of which was equivalent to level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience includes: Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; Planning and organizing work; Communicating effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable. OR You may substitute education for general experience as follows: four-year course of study leading to a bachelor's degree from an accredited college or university. OR A combination of qualifying education and experience equivalent to that described above. GS-07 SPECIALIZED EXPERIENCE/EDUCATION: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience includes: Experience assisting with developing and promoting marketing products, services, and communication plans for the purposes of disseminating material and informational products for the purpose of educating customers, taxpayers, and/or partners on various matters, such as tax law or related tax procedures. Experience establishing and maintaining effective relationships, making oral presentations, and producing written products. OR You may substitute education for specialized experience as follows: 1 full academic year of graduate education in a related field of study. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR A combination of qualifying education and experience equivalent to that described above. GS-09 SPECIALIZED EXPERIENCE/EDUCATION: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes: Experience with the development and promotion of materials to customers, taxpayers, and/or partners through the planning and implementation of marketing and communication plans, as a means to inform and educate customers, taxpayers, and/or partners on various matters, such as tax law and/or tax related procedures; Experience establishing and maintaining effective relationships; Experience making oral presentations and producing written products. OR You may substitute education for specialized experience as follows: a master's or equivalent graduate degree in a related field of study. OR 2 full academic years of progressively higher-level graduate education in a related field of study. OR L. B or J.D., if related. OR A combination of qualifying education and experience equivalent to that described above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
