DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of Policy, Management, and Budget, Office of Policy Analysis, Washington, DC.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
Advise on and guides the development and coordination of the Department's work on statistics and evidence-building to support the Statistical Official.
As the Advisor for Statistical Policy, work across DOI and with external partners to advance the use of statistics and evidence-building to fulfill the Department's mission.
Serve as the principal DOI Headquarters staff-level contact for internal and external partners and stakeholders on the topic of statistics and evidence.
Serve as a contact and liaison to the Office of Management and Budget (OMB), the Office of Science and Technology Policy (OSTP), the Council on Environmental Quality (CEQ), and other Federal agencies on interagency efforts involving statistics and evidence.
Write reports, position papers, and memoranda on proposed policy and program changes affecting DOI operations and interagency programs related to statistics and evidence.
Develop written materials and presentations reflecting disparate points of view on how best to implement new protocols and policies for statistics and evidence.
Salary Range Information:
GS-14: 139,395 - 181,216 per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualifications Requirement:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
AND
(2) Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Using scientific and other forms of evidence to aid in the development, revision, or analysis and review of natural and cultural resources policy.
Developing and/or coordinating the input to statistical and evidence-building strategies to inform decision-making.
Building partnerships with international, regional, State, and/or Tribal colleagues to address policy and program-related issues related to statistics and evidence.
Writing reports, position papers, and/or memoranda on proposed policy and/or program changes affecting an organization's operations and programs related to statistics and evidence.
