This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer .
The primary purpose of this position is to serve as the departmental analyst for Energy Management, in the Office of Safety, Health and Environment, Office of the Chief of Administrative Officer (OCAO), Office of the Under Secretary for Management (USM).
This is a non-bargaining unit position.
Duties
As a General Engineer, GS-0801-14, your typical work assignments may include:
Establishing goals, objectives and operating plans required to establish or maintain compliance with laws, regulations, and standards.
Providing expertise and technical guidance on energy program policy, legal requirements, and best practices in energy efficiency at facilities, bases, and campuses.
Establishing policies and programs relating to energy management that may affect the operations of the program and continuity, where matters may be undefined or have far-reaching or significant implications.
Planning, developing, and coordinating energy management programs, power generations and usage, business practices, processes, and systems.

Qualifications
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Facilitating and coordinating the acquisitions of electricity, natural gas, heating oil in deregulated markets for organizational facilities and fuel acquisitions for organizational mobile assets.
Developing and coordinating the implementation of critical and long-range organizational policies and procedures related to energy generation, usage, management, and analysis.
Serving as an organizational advisor on all matters pertaining to energy management issues, including power generation and usage, that affect the organizational strategic planning, operations, facility planning, maintenance and emergency preparedness.
Substitution of education in lieu of specialized experience may not be used for this grade level.
