You will serve as a Supervisory Housing Management Specialist in the Naval Support Activity Bethesda of NAVAL SUPPORT ACTIVITY BETHESDA.

Duties

You will develop plans (e.g., short-term, long-term) for the construction, renovation, and re-capitalization of housing assets, housing facilities, and other real properties. You will allocate resources for expenditures of facility projects to ensure efficient use of resources. You will assign work to staff members based on priorities and capabilities of the employees to ensure work is completed. You will maintain housing eligibility lists according to established procedures. You will maintain relationships with others (e.g., customers, providers) to ensure potential housing issues can be mutually resolved. You will conduct joint tenant-management inspection of quarters to evaluate the cleanliness and habitability of the housing units.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Negotiating housing issues and requirements with officials at higher organizational levels, other agencies, community organizations, and residents; 2) Resolving housing resident concerns and complaints; 3) Analyzing current and past housing operations maintenance expenditures to determine future requirements; 4) Providing recommendations for housing plans and directives; 5) Reviewing a staff performance to ensure training is provided for sustain staff competence; and 6) Serving as advisor on housing policies, concepts and installation housing matters pertaining to both unaccompanied bachelor housing and privatized (PPV) family housing. Education

Specialized experience may be substituted with the following education:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related,
OR
a combination of specialized experience and the above graduate level education equivalent to 100% of the total requirement may be used to meet the specialized experience requirement.
