Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position, MOTOR VEHICLE DISPATCHER, GS-2151-06, is to oversee the fire department's emergency response forces by effective communication support and information.

Duties

- Provide emergency 911 call taking and dispatch service. - Perform Emergency Medical Dispatch (EMD), Tele-communicator I & II and Emergency Medical Responder (EMR) services to callers with medical emergencies. - Maintain maps, checklists and charts, including automated programs. - Operate and maintain telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the Emergency Communication Center (ECC). - Prepare and maintain reports and records relating to emergency responses.

  • DRUG TESTING: THIS POSITION HAS BEEN DESIGNATED FOR DRUG TESTING. IF YOU ARE SELECTED FOR THIS POSITION YOU MAY BE SUBJECT TO URINALYSIS TESTING PRIOR TO APPOINTMENT AND YOU WILL BE SUBJECT TO RANDOM URINALYSIS TESTING AS A CONDITION OF EMPLOYMENT.
  • This work environment does have exposure to hazards and may requiring occupational health examinations. Specifically, the work is a noise hazardous occupation. Optional annual occupational health examinations will be provided.
  • Incumbent must participate in recurrent proficiency training as directed.
  • Incumbent must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties.
  • Incumbent must possess a valid state operator license within 6 months of entrance on duty.
  • Incumbent is required to work on alternate work schedule, which requires an uncommon tour of duty (including weekends, holidays and various Days, Swings and Mid shifts).
  • Incumbent is subject to work 60-hour a week requiring one 24-hour shift per week.
  • Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • May be required to respond while off-duty during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher. May be required to work mandatory overtime.
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
  • SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-05), pay band or equivalent. Specialized experience is described as providing emergency police, fire and medical services to the local populace by answering emergency 911 calls and initiating responses with appropriate personnel and equipment. Maintaining an accurate status of all emergency response equipment and personnel to ensure a prompt and accurate response which includes police, fire fighting, hazardous materials, wild land firefighting, technical rescue, and ambulance services. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of communication operations. 2. Knowledge of basic computer operations to include word processing, retrieval, and input of data. A qualified typist is not required. 3. Knowledge of location and availability of emergency apparatus, the kind of apparatus, and equipment needed for each emergency and a basic knowledge of firefighting techniques and terminology. 4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. 5. Ability to work independently without immediate supervision. ADDITIONAL CONDITIONS OF EMPLOYMENT: *Incumbent must possess one of the following four certifications at time of application and/or obtain all certificates within 1 year from date of hire: Valid state operator license and Emergency Medical Dispatch (EMD) certification OR *National certification as an Emergency Medical Responder (EMR) OR International Fire Service Accreditation Congress Certification as an Emergency Tele-communicator Level I and Level II. (*Certification can be State or National. If state, must obtain National Certification within one (1) year of hire date). *This is a Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. *Works in close harmony with supervisors, co-workers and others during day-to-day routines and/or emergencies. Is required to maintain good working relationships with on and off-base agencies, maintaining a consistently courteous attitude at all times. Keeps calm and cool during emergency situations. PHYSICAL EFFORT: Light lifting (under 15 pounds), light carrying (under 15 pounds), reaching above shoulder, use of fingers, ability for rapid mental and muscular coordination simultaneously, ability to distinguish basic colors, and the ability to hear (hearing aid permitted). A PRE-EMPLOYMENT PHYSICAL IS REQUIRED. WORKING CONDITIONS: Working closely with others, working alone, constant noise (radio, computers, and fans). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
