The purpose of this position is to provide emergency police, fire and medical services to the public by being the 911-Public Safety Answering Point for all identified emergencies and 911 calls and in turn dispatching appropriate personnel and equipment to the scene.

Duties

1. Provides emergency 911 call talking and dispatch service. 2. Performs Emergency Medical Dispatch (EMD), Telecommunicator I and II and Emergency Medical Responder (EMR) services to callers with medical emergencies. 3. Maintains maps, checklists and charts, including automated programs. 4. Operates and maintains telephones automated data processing equipment, printers, records, facsimile equipment and other devices installed in the Emergency Communications Center (ECC). 5. Prepares and maintains reports and records relating to emergency responses.

  • This is a Key Position. Selectee is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • Position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization . Selectee must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
  • This work environment does have exposure to hazards and may requiring occupational health examinations. Specifically, the work is a noise hazardous occupation. Optional annual occupational health examinations will be provided.
  • Must have International Fire Service Accreditation Congress Certification as Emergency Telecommunicator Level I and II trained as an EMD and State of Ohio or National certification as current EMR.
  • Selectee must be able to maintain a current EMD certification, including initial and follow-on certification.
  • Selectee must participate in recurrent proficiency training as directed.
  • Selectee must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties.
  • Selectee must possess a valid state operator license.
  • Selectee may be required to respond on off-duty during a conflagration or stay over until an emergency has been terminated or until property relieved by a qualified dispatcher. May be required to work mandatory overtime.
  • Selectee is required to work on alternate work schedule, with uncommon tour of duty (including weekends and holidays). Selectee is subject to work 60-hour a week requiring one 24-hour shift per week. May be required work mandatory overtime.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-CLER . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes assigning and dispatching vehicles to support motor vehicle requests. Coordinating motor vehicle schedules and maintaining logs of scheduled vehicle request and motor vehicle schedules. Performing minor/operator maintenance on vehicles assigned to fleet in accordance with local procedures, policies, and instructions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of communication operations. 2. Knowledge of basic computer operations to include word processing, retrieval and input of data. A qualified typist is not required. 3. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand and a basic knowledge of firefighting techniques and terminology. 4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. 5. Ability to work independently without immediate supervision. 6. Incumbent must have knowledge to utilize Air Force regulations and instructions, operating instructions, technical orders (TOs), OPLANS, local generated management plans, checklists, protocols, aircraft and building prefire plans, munitions TO, grid maps and response checklist. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
