As an Civil Engineer (Structural) you will provide leadership in structural engineering and systems, planning, operations, code interpretations, enforcement and design and construction for Design and Construction Division and Facility Management Centers.
This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Washington D.C.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Serves as a recognized technical authority in structural, seismic, and blast engineering to all GSA regional architects, engineers, and project managers as well as partner agencies, contract architects and engineers, construction managers, and construction contract teams regarding design and construction of new Federal properties plus the repair, alteration, and maintenance of existing Federal properties and evaluations of leased buildings when appropriate. Reviews and comments on reports and other specialized studies performed related to all aspects of structural engineering. Maintains involvement and knowledge base of Interagency Security Committee (ISC) criteria and Building Security Committees.
Makes or directs field investigations of sites of proposed projects of new construction, those of proposed major alterations or extensions and of projects under construction to secure data on existing conditions on which to base further structural engineering determinations to be used in plans, estimates, and specifications.
Maintains a continuous overview of structural design programs to determine the adequacy and effectiveness of policies, procedures, and plans. Reviews, participates, and performs research and/or studies with national or international scope regarding structural design and applies these findings to GSA policy and programs. Seeks out and overcomes any actual or potential problems in applying system techniques to specific projects and recommends proposed solutions.
Reviews criteria, guidelines, and instructions used in structural design programs that require an expert knowledge of agency policies, laws, and regulations. A typical example is guidelines used in the evaluation of progressive collapse on new and existing from all Government-owned buildings and prospective leased buildings.

The GS-14 salary range starts at $139,395 per year. BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. SPECIALIZED EXPERIENCE: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience in the design and construction of large project(s) usually totaling $100 million at any one time where the individual has coordinated the activities of architects, engineers, tenant agencies and construction contractors. Such experience should include direction of all or large phases of a project, including planning, pre-design, Architect/Engineer selection, site selection, and all design efforts; and reviewing operations to evaluate progress and compliance with design requirements.
