Duties

The selectee will serve as a Civil Engineer in The Office of Technical Development and Mission Support, Technical Security Division. Typical work assignments include: Developing, coordinating, and providing program- planning documentation, such as monthly updates, briefing books, project displays, and maintaining official files for assigned program area(s). Incumbent promotes the accomplishments and objectives of TSD and the Engineering and Science Research and Development Branch through briefings and demonstrations of branch accomplishments and on-going work Recommending the resolution of engineering or scientific issues in order to attain departmental objectives and technology development. Negotiates with others with differing or opposing views in order to resolve engineering aspects of controversial decisions regarding highly unstructured and interconnected problems involving both unique technology and programmatic treatments. Serving as a Contracting Officer's Representative in managing awarded contracts. Evaluating contractor performance and assures compliance with contract requirements throughout the life cycle of the contract/program. This Civil Engineer position starts at a salary of $139,395.00,GS GS-14 step 1, with promotion potential to $181,216.00 GS-14 step 10.

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below: BASIC REQUIREMENTS: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-14 level (starting salary $$139,395.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Applying comprehensive civil engineering theories, concepts principles, standards, and methods, Performing and/or advising on one or more of the following protective or investigative research and development program management areas: construction, object inspection, security criteria for facilities, structural analysis and hardening, vehicle barriers, vulnerability assessments, materials testing, finite element analysis/modeling, and other engineering areas. Providing consultative advice on the feasibility and application of new scientific studies and major advances in protective and/or investigative civil engineering technologies. The qualification requirements listed above must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social).
