Duties
Duties listed below are at the Full Performance Level.
Serve as the organization advisor on workforce matters by coordinating organizational needs with office requirements.
Keep management informed of new or revised administrative policies, regulations, and procedures that affect the organization.
Work with servicing Human Resources office representatives to identify and resolve workforce needs and problems.
Provide coordination, direction and policy interpretation, and guidance regarding the preparation, revision, monitoring, and evaluation of organization budget estimates.

Direct the initiation and processing of personnel actions.
Provide technical and administrative supervision to subordinate employees.

Requirements

Qualifications

Specialized Experience Requirement:
For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-09 grade level; Examples of specialized experience are: Managing all administrative functions in an office setting; advising management officials on administrative management functions and the effective utilization of financial, logistical, and workforce resources; planning, organizing, directing, and coordinating office activities; analyzing and advising on the administrative implications of proposed management decisions; reviewing and coordinating operating budgets.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least to the GS-11 grade level. Examples of specialized experience are: Oversaw a program that consisted of a variety of functions that included incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management; provided advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management; planned and conducted complex analytical studies of organizational elements and works to identify problems and approve resource utilization, administrative support, and management effectiveness; planned the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
PROMOTION POTENTIAL: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management.
