You will serve as a Project/Program Media Manager in the Environmental Compliance Product Line Coordinator(EV1) of NAVFAC SOUTHWEST. This is an interdisciplinary position and will be filled as an Environmental Engineer (0819) or Physical Scientist (1301).

Duties

You will provide team coaching and monitor performance. You will provide input to training plans and provide training and mentoring to technical staff and personnel in other business lines. You will coach staff as the senior technical expert and point of contact (POC) for technical documentation methods. You will facilitate information sharing, coordination and distribution of technical data within the water program. You will act as the primary water POC in NAVFAC SW to provide consistency and high quality documentation for environmental compliance across the Region. You will act as the project leader and may be directly responsible for execution of difficult and highly complex or controversial projects with far-reaching scope and effect. You will interpret water laws, regulations and policies to effect good business decision and successful project execution. You will review schedules, cost estimates and strategies developed by team members to ensure accuracy and reasonableness. You will represent NAVFAC SW to regulatory agencies and the NAVFAC HQ Media Field Team. You will provide briefings, point papers or other information to Commanding Officers, Public Works Officers, CNIC, and other federal, state or local jurisdictions as required.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Registration as a Professional Engineer is required for anyone in the 0819 series.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

This position has a selective placement factor for the 0819 series ONLY that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying to the Environmental Engineer (0819). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? ***NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying innovative theories and state of the art methods to solve problems for environmental media, 2) Using expert knowledge of various environmental laws, regulations, and standards to support customer, program, and regulatory requirements; 3) Delivering products and services for various environmental media (i.e. storm water, wastewater, potable water, lead paint, and asbestos); and 4) Communicating with a wide variety of contacts in order to clarify, interpret, and advise on environmental laws, regulations, policies, and guidance. ***NOTE: This experience must be fully and clearly supported in your resume to be considered. Education

Applicants for the Environmental Engineer (0819 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Physical Science (1301 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You must have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

You must have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
