You will serve as a GENERAL ENGINEER in the Air Vehicle Test and Evaluation Division of the NAVTESTWINGLANT NWCF.This announcement is for Test and Evaluation Technical Specialists in the following areas Rotary Wing Structural Dynamics, Fixed Wing Structural Dynamics, Advanced Flight Controls, Propulsion Systems, or Air Vehicle Store Compatibility.

Duties

You will serve as the test and evaluation technical authority in one of the following: Rotary Wing Structural Dynamics, Fixed Wing Structural Dynamics, Advanced Flight Controls, Propulsion Systems, or Air Vehicle Store Compatibility. You will provide technical expertise and represents the Air Vehicle T and E Department as a Subject Matter Expert during test program development and execution. You will represent the Air Vehicle T and E Department in discussions with Program Office representatives, and at technical interchanges with NAVAIR department stakeholders and contractor engineering organizations. You will provide expertise to resolve fleet or developmental technical issues as requested. You will provide high quality responses to address complex technical and programmatic issues related to technical area. You will coordinate test program assets, resources, and personnel for efficient execution of test events. You will communicate with Program Office, Branch, Division, Department, and Squadron leadership in a timely manner to convey significant test program status, results, and risks. You will support teams to ensure test planning in accordance with NAVAIRINST 3960 series is complete, accurate, timely, and supports milestone completion. You will support safe and efficient test execution, completing control room training, attaining qualifications, and maintaining currency, as required. You will provide post-test data products, as required, to maintain test project execution schedule and support programmatic milestones. You will provide background material, consultation, and mentoring to engineers executing ground and flight test projects. You will develop and provide formal training products to train and sustain the expertise of engineers in the planning, execution, analysis and reporting of your specific technical area. You will provide mentorship to teams and junior engineers throughout all phases of a test program. You will participate in activities and initiatives to understand and support NAVAIR’s organizational goals and cross-department interactions, roles, and responsibilities. You will complete formal training to maintain leadership, subject matter expertise, and stay abreast of technological advances in your technical area of focus.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-12/13) or pay band DP-04 in the federal service or equivalent experience in the private or public sector as a professional GENERAL ENGINEER. Specialized experience should demonstrate the following: 1) Mastery of your specific technical area while also maintaining practical knowledge across all air vehicle T&E techniques, concepts, principles, and practices related to flying qualities / flight controls, structural loads, structural dynamics, propulsion, mechanical subsystems, weapons, and carrier suitability; 2) Working knowledge of theory and methods of aircraft testing; 3) Serve as the technical authority in your specific test and evaluation technical area; 4) Present ideas clearly to other engineers and test pilots, and to other personnel, including those at higher levels outside of NAWC; 5) Forecast previously unforeseen requirements, interrelationships and military effects of systems; 6) Knowledge of operating goals, objectives and programs to adequately support requirements for people, processes, and facilities; 7) Coordinate functions between various groups to accomplish intended goals. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
