Duties

You will identify and create project requirements for the Installation Commander and tenant commands. You will assess progress of working groups for engineering projects (e.g., design analysis, field engineering, program execution) to verify efforts are in alignment with organization priorities. You will manage the real property assets on the installation, including space management and real estate coordination. You will oversee costs, personnel, and quality of work and all other functions which affect the timeliness of work schedules. You will formulate budget requirements, account future plans, manage payroll, and provide training. You will provide process improvements and develop marketing of better maintenance and contracting services. You will conduct architectural-engineering pre-construction planning project reviews to verify project objectives are met within established unified facility planning criteria. You will prepare architect-engineer reports, briefs, and presentations in a clear, concise, and effective manner in order to provide status on pre-construction planning projects.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801, OR you must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating assigned operations within Public Works Department (PWD) by the utilization of a broad knowledge of facilities management, technical and administrative skills; 2) Overseeing costs, personnel, and quality of work; in addition to work progression, sequencing of operations, personnel selection and training, job establishment, shop moves, location of equipment and all other functions which affect the timeliness of work schedules; 3) Formulating budget requirements, account future plans, managing payroll, training and other overhead requirements; 4) Providing continuous process improvements and personnel skills, equipment and facilities use and replacement, and development and marketing of better maintenance and contracting services; 5) Conducting architectural-engineering pre-construction planning project reviews to verify project objectives will be met within established unified facility planning criteria; 6) Collaborating with internal and external entities to coordinate project planning integration or network engineering changes leading to evaluation, integration, and delivery of capability; and 7) Preparing architect-engineer reports, briefs, and presentations to provide status on pre-construction planning projects. For the 0801 Series:
A bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 0808 series:
Successful completion of a bachelor's or higher degree in architecture.
OR:
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR:
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
