This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health, Executive Office (EO), located in Rockville, Maryland.

Duties

The incumbent serves as an expert in continuity and emergency management in support of HHS ASPR and OASH. Responsibilities include HHS-wide emergency planning including establishing and leading continuity, emergency preparedness and security activities. Serves as the alternate Incident Commander, and liaison with local and federal emergency preparedness organizations, on behalf of the OASH Designated Official. Collaborates and provides leadership to the Department and ASPR concerning the HHS Continuity of Operations Program (COOP) and represent OASH in these efforts, to include Federal Directives and Executive Orders, the Department's All Hazards Plan, Emergency Support Functions 6 & 8, as well as all OASH programs with a high emphasis on the Commissioned Corps Headquarters and the Blood and Tissue program. Participates in HHS ASPR Physical Security and Emergency Management requests for participation during National Security Special Events occurring within the National Capitol Region. Establishes and leads continuity, emergency preparedness and security activities including the coordination of the OASH occupied space in the Southwest (SW) Complex, HHS Regional Offices around the country and the OASH HQ in the Rockville, MD Tower Building's. Leads OASH COOP Devolution and Reconstitution Teams, to include providing direction and/or training. Conducts training and orientations with DHS-FPS, local law enforcement from Montgomery County and Fire and Rescue Services, to include as needed tours of the Tower building to ensure quick and accurate response in the event of an emergency.

Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Responding to man-made, natural disasters, and/or law enforcement emergencies where there is risk to life and property; Conducting risk and/or vulnerability assessments associated with fire protection and security; Providing guidance, present detailed reports and findings, and/or rendering recommendations and plans in support of continuity and operational planning; Developing new approaches or methods for use by Operational staff related to emergency preparedness planning and disaster recovery program for the full spectrum of emergencies.
