Vacancies will be filled in the following specialty areas:
Tax Exempt and Government Entities, Exempt Organizations and Government Entities, Tax Exempt Bonds
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Assists in the general operation of the function and performs many of the day-to-day tasks for the manager. Coordinates and performs various administrative functions for the manager. Reviews incoming and outgoing correspondence prior to submission to the manager and makes recommendations regarding the routing of the items.
Conducts special studies and analyses to evaluate Tax Exempt and Government Entities program accomplishments. Assists in review and analysis of statistical reports to identify trends, deficiencies, potential problems, and the impact of new programs on available staffing in the function.
Reviews existing procedures and operations in the function and identifies actual or potential internal organizational problems. Recommends solutions to the manager and if necessary prepares the necessary implementing documents.
Coordinates with other managers in the development of the TE/GE action plan. Monitors the execution of the plan and prepares periodic reports for the manager.
Exercises financial plan management responsibility for the assigned organization. Prepares, maintains, and executes the financial plan involving all categories of expenditures. Reviews, analyzes, makes recommendations, and/or develops contingency plans based on financial analyses and reports. Identifies trends and anticipates any adverse impact on budget and/or work plans. Monitors accomplishments and assists in developing facts and preparing requests for changes in staffing allocations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT IS THE SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level In the Federal Service. Specialized experience for this position includes: Experience applying the principles of tax administration, tax laws, rulings, court decisions, regulations, IRS policies, and the mission, organization, policies, practices and procedures of TE/GE, and knowledge of accounting principles and practices to effectively implement, integrate and assess tax law aspects of program activities within and relative to the larger organization. Experience in interpreting, applying tax laws, regulations, and court decisions; using fact finding and analytical techniques; and evaluating information. Experience working with the TE/GE organization, its policies, principles, practices, systems, and program objectives in order to develop long- and short-term program plans, assess resource utilization, initiate, or recommend new or revised processes and procedures, and advise and assist the Program Manager in developing and managing diverse and complex programs. Experience working effectively with other functions within the organization. Experience using management principles and techniques. Experience with the Internal Revenue Code, regulations, rulings, court decisions, and agency policies to conduct extensive research of legal questions, including consideration of judicial decisions and legislative intent. Experience using analytical and evaluative methods and understanding of how programs are administered in order to assess program development/effectiveness, determine appropriate evaluation and measurement techniques, identify significant program, or resource issues, and improve management processes and systems. Experience applying the principles, practices, and methods of financial management in order to monitor resource utilization and to analyze whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Experience in networking and relationship building to develop and maintain effective relationships with managers and employees at all levels of the organization and with taxpayers or taxpayer representatives. Experience in communicating, listening, and fostering dialogue with upper management, peers, and customers. Experience informing, influencing, negotiating, and persuading others in the overall accomplishment of program objectives and effective problem solving. Experience preparing clear and concise written reports, letters, and memoranda. Experience in oral and written communication techniques to present plans and proposals convincingly, negotiate effectively, and reconcile conflicting interests and points of view, as well as the ability to maintain effective relationship with others sufficient to reach agreement on changed work practices and objectives.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
