Duties

This position is located within the Department of the Interior, Associate Director for Administration, Human Resources Division, HR Executive Resources Team. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: As assigned, provides operational human resources services including but not limited to competitive and excepted service appointments to the BSEE, Office of the Secretary and other client agencies and organizations. Provides expert advice on staffing and recruitment, position management, classification, performance management related to all matters of executive resources Ensures members of the Senior Executive Service (SES) performance standards and methods of appraisal are in compliance with appropriate requirements. Plays a key role in transition planning prior to, during, and after presidential elections. Ensures necessary preplanning and execution of Administration decisions, particularly regarding selection and filling of positions by Presidential appointees, members of the Senior Executive Service (SES) both non-career and career and Schedule C appointees. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Virtual Salary Rate Range Information (Per Annum): *The salary for the selectee will be adjusted to include locality pay entitlements as it pertains to the remote work location. GS-14: $139,395 - $181,216 This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience GS-14 Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Ensuring personnel actions involving Senior Executive Service (career & non-career), Senior Level and Schedule C appointees meet statutory and regulatory requirements; AND Providing advice and council on executive level recruitment and performance management to senior officials; AND Creating, compiling, and conveying workforce planning and shaping information to senior officials; AND Drafting and managing project plans to achieve the goal(s) of a project related to performance management and or staffing and recruitment. AND Drafting standard operating procedures and or policies related to the management of a Senior Executive Service program for a cabinet level agency specifically for the areas of performance management and or recruitment and staffing. Must meet all.
